Description
Join our client for a 6 month contract to hire position for a COTS Implementation Architect in Harrisburg, PA. The Enterprise Commercial Systems Support (ECSS) department at client has embarked on an initiative to consolidate the agency Commercial off the Shelf (COTS) application software solutions to be managed by a single IT entity. The current COTS area supports applications such as SalesLogix a small CRM application, Splunk an enterprise monitoring solution, FinScan an OFAC compliance related software and PlanView a time reporting and planning ERP tool. Currently there are other COTS applications within the agency to be brought within this area. This will represent significant growth within the department as we accomplish the initiative and also bringing new COTS products into the agency to support our customers as directed by the Enterprise Architecture (EA) team. To prepare for this effort, client is seeking an Implementation Architect to support this initiative on two levels. The first will be performing duties related to the consolidation of products, already within the agency, into the ECSS COTS area. Secondly, supporting the software moving forward by helping facilitated the tasks related to daily support, development/customization if needed, vendor involved maintenance and application roadmap planning, along with the onboarding of new COTS products. The candidate's first set of responsibilities will be in the discovery, consolidation and documentation of existing agency COTS applications as follows: Help Client and create an inventory of products currently within the agency. Identify, capture, and maintain a catalog of common attributes of agency COTS products, such as but not limited to: Application Name, Description and Function. Vendor, Vendor Contact, Licensing Agreements. Application Version, Upgrade Path and Maintenance Process. User Base, Key Stakeholders, Administrative Owners, Development Owners. Identify production system monitoring, security and development gaps. Capture architectural documentation of these products on the ECSS COTS products tech site. Work with the current owners on a migration plan to get the management of the applications within ECSS while clearly identifying the support roles related to security, admin. /configuration and development support. Additionally the candidate will be responsible for the daily support and planning for the COTS applications as follows: Provide design guidance and documentation for COTS products customized/configured by this team. Ensure enterprise security controls are in place for COTS products customized/configured by this team. Document Usage and Technical documentation on the department's tech site for the migrated or newly purchased applications. Help establish and maintain new COTS product on-boarding procedures. Participate in RFQ and RFP process and technical reviews of new products. Help current applications from Lotus Notes to existing COTS products, as directed by the EA team. Help coordinate the upgrade processes for the application. Identify and communicate upgrade plans to ensure applications are kept in compliance. Help coordinate, communicate and facilitate the onboarding process. Supporting maintenance of the COTS products. Ensure standards and procedures are being followed to support, maintain and document these applications. Provide leadership and planning for development resources. Responsible for accomplishing design and production implementation.

Required Skills/Experience
- Bachelor's degree computer science and six years of programming/system architecture or technical project lead experience or an equivalent combination of experience and training/ certification.
- Technical Experience with the technical aspects of COTS products. Experience with purchased commercial systems maintenance, upgrades and customizations to apply innovative business solutions. Knowledge of the COTS products client supports including but not limited to: CA Service Desk Help Desk Solution RSAM Governance Risk and Compliance Software Splunk Enterprise Monitoring Software FinScan - OFAC Compliance Software SalesLogix Customer Relationship Management Software Knowledge of Visual Basic Scripting.
- Knowledge of Windows Scripting.
- Knowledge of Batch Scheduling.
- Proficient with Relational Databases and query languages.
- Working knowledge of Software Development Tools and Programming Languages.
- Working knowledge of OO concepts and how they apply to design and architecture.
- Working knowledge of DB2 and SQL concepts. Working knowledge of source code management tools such as PVCS, Subversion and Archiva.
