Cost/Price Analyst - WiSC Enterprises, LLC

WiSC Enterprises has a potential opening for a Cost & Price Analyst at the Defense Health Agency’s Contracting and Acquisition Support Services (CASS) program. This contract has not been awarded and is expected to be awarded in January or February 2025.

As a Cost & Price Analyst, you shall provide cost and price analysis support for the DHA’s Contracting Division. Also, you may be required to interface with senior Government and industry officials.

This is an onsite position based in the Defense Health Agency’s Aurora, CO facility.

Compensation range: $65,000.00/Yr. - $75,000.00/Yr.

In this role, you may be expected to:

• Perform detailed reviews, fact-finding, and analysis of Contractor proposals.
• Assist, as needed, with the negotiation objective for contract administrators, contract specialists, and contracting officers.
• Provide recommendations regarding allowability, allocability, and reasonableness of cost elements in accordance with applicable laws, regulations, guidance, and internal processes.
• Perform proposal adequacy determinations in accordance with FAR Part 15 guidance on all Contractor proposals prior to initiation of reviews and provide recommendations to the Contracting Officer.
• Review and incorporate technical analysis/audit/financial/actuarial reports into a consolidated pricing report.
• Prepare DoD Weighted Guidelines in determining recommended profit rates for Contracting Officer review/approval.
• Provide analyses and recommendations as required by the Contracting Officer during negotiations/discussions involving technical and price/cost issues pertinent to the administration of a contract.
• Record findings and prepare pre/post-negotiation memoranda as required by law, regulations, guidance, and internal processes.
• Assist with Cost and Price Analysis support workload and managing, assigning, and submitting in accordance with local contracting division policy.

Minimum Requirements

• Must be a US Citizen and eligible to obtain a DoD Secret clearance.
• A bachelor's degree and 5 years of experience with the following:
  • Working in federal procurement/acquisition in the GS-1102 series or equivalent capacity.
  • DoD procurement and understanding of federal and DoD contracting principles, such as FARS/DFARS, DoD Directives and Instructions, laws, regulations, and procedures.
  • Knowledge or experience of all phases of acquisition management.
• 3 years of experience with the following:
  • Conducting price and cost analysis sufficient to review proposals against previous history, actual and estimates expenditures, and established rates to determine price reasonableness or to determine a negotiation position.
  • Using various methods and techniques of fact-finding, analysis, and resolution of complex problems, and the ability to develop concrete action plans to solve problems.
  • Specific knowledge or experience of FAR Parts 15.4, 30, 31, and DFARS Parts 215.4, 530 and 534.

Computer Skills:

• Proficient in the use of the Microsoft suite of applications including Word, Excel, PowerPoint, Outlook, and Project as well as with Adobe Acrobat.
