S3 International is searching for several skilled program analysts with a unique complement of experience in human resources, administration, finance, accounting, contracting, procurement, travel, and/or communications. Working independently, the analyst provides solutions to a wide range of difficult problems requiring knowledge gained through experience. Provides analytical assistance by planning, coordinating administrative and programmatic aspects of programs, conducting surveys and studies, as well as special projects. Performs responsible administrative and budget research and analyzes and provides recommendations. Incumbent may perform one or more of the following duties:
Plans and conducts research and analytical studies on substantive issues of a broad scope and impact to assess the effectiveness of program operations. Coordinates and expedites reports and program information from departmental input. Analyzes and evaluates quantitative or qualitative effectiveness of program operations in meeting established goals and objectives. Identifies and develops data required for use in management and direction of programs. Presents findings, options and recommendations via briefings, staff reports, project papers, etc. Participates in review of activities being considered for conversion to contract operations. Other duties assigned as necessary. These personnel will be part of a CONUS Schools Support Team (CST) that provides extensive support to international students and their families attending various US military schools in the United States. The International Military Students (IMS) from Saudi Arabia enroll in English Language Training first and then attend training at US Army Training and Doctrine (TRADOC) institutional training centers appropriate for their branch of service or career track. Still others may receive selected USAF and Joint training at appropriate centers throughout the United States. CST support personnel at Lackland AFB, TX and Ft. Novosel, AL, will also provide functional area support to Saudi Arabia Ministry of National Guard (MNG) uniformed officers and noncommissioned officers assigned to these installations as direct military to military MNG Country Liaison Officers (CLO). Locations for these positions are the Presidio of Monterrey, CA; Lackland AFB, TX; Washington, DC; Fort Novosel, AL; and Fort Moore, GA. CST duties include the following but not all-inclusive task list:
Facilitate communications between different organizations and stakeholders in this program Coordinate with the CONUS Schools Support Office (KSA) in Saudi Arabia to assist with pre-deployment as needed Report to the Chief of the CST at Lackland AFB reporting issues that must be communicated to the US and Saudi Governments Receive students (and dependents as applicable) at US port of entry or aerodrome near the training installation Coordinate transportation to assignment installation (usually Joint Base San Antonio) for initial arrivals Provide administrative and operational support to include HR, finance, travel, expense reporting and communications Assist with transportation, personal property shipments, medical, and housing needs for student and dependents Assist with enrollment in training with school administrators Coordinate with the school's student management office to ensure issues are identified an rectified early Assist with intra-theater transfer to next school once student successfully completes English training Assist as necessary in supporting MNG Self-Invited Visits to the US (normally the Army War College, National Defense University, United States Army Security Assistance Command, etc.Qualifications:
Must have a BS degree in business administration, accounting, management, public administration, human resources, international relations, communications, or similar curriculums. Can substitute 6 years' direct relevant experience. Must have at least 4 years' military experience, of which applicant logged at least 2 years in personnel, protocol, operations, resource management or command positions; comparable Department of the Army Civilian experience is acceptable Must satisfactorily complete background check as condition of employment Must have demonstrated problem-solving and superior planning skills in previous work assignments Must have demonstrated superior public speaking skills in previous work assignments Must have at least 3 level skills on a scale of 1-5 where 5 is best for preparing official correspondence and briefings Must have at least 3 level skills on a scale of 1-5 where 5 is best for Microsoft office tools Must have at least 3 level skills on a scale of 1-5 where 5 is best in using collaborative tools such as Share Point? Must be willing to work non-standard work days and weeks infrequently Must be willing to travel at least 30 percent of the time in each year Following are preferred experience and skill factors: o Experience in Saudi Arabia
o Bilingual (i.e., English and Arabic)
o Liaison Officer or Defense Security Cooperation Officer (SCO)
o International assignments other than Saudi Arabia
