Control Center Operator - SCIS

Pay Rate: $22.50/hr.
1 PT Position – Fri., Sat. & Sun. Evenings, 3p-11p
Must be 18 years of age
High school diploma (transcripts) or GED are required
2 Years of previous Security, Military, or Law Enforcement Experience Required
Must be able to obtain/maintain MD guard card & DoD Secret Security Clearance upon hire

JOB SUMMARY

Responsible for the management of both security and fire alarm monitoring systems, operating/monitoring communications equipment, logging shift activities, monitoring surveillance monitors and camera systems, processing required reports and making appropriate notifications. Performs a variety of dispatch and control center functions at assigned site; may be assigned a rank, as defined by client contract. Does not perform Security Officer duties except on a limited, relief or emergency basis.

1. Monitors a central point: alarm monitoring dispatching, dispositioning and archiving security and fire alarms; controlling and directing daily routine activities for security and fire personnel and affect command/control procedures for emergencies. Monitoring and operating Closed Circuit TV (CCTV), video systems, alarm receiving equipment and integrated access control systems.

2. Operates both security and fire alarm monitoring systems, operating/monitoring communications equipment, logging shift activities, monitoring surveillance and intrusion monitors, alarms and camera systems, processing required reports and making appropriate notifications.

3. Uses communication equipment to include, but not limited to, two-way radio communications, telephone systems, secure phone, satellite phone, paging systems, alarm receiving equipment, and computer equipment.

4. Makes emergency response notifications and dispatches for all site emergencies in accordance with established procedures.

5. May include after hours dispatching of facilities personnel, site telephone operator services, plant access control monitoring and after hours Commuter Services Emergency Ride Home services.

6. Makes notifications to all management or designee(s) as required according to Post Orders, for all types of site incidents, emergencies, crises and exercises.

7. Monitors local and international crisis' involving assigned client and/or site as designated.

8. Ensures compliance of UL2050 standard for National Industrial Security systems (dispatching, response, weekly generator test, fire extinguishers, emergency lighting, equipment protection (tarps), training, etc., as required.

9. Maintains a positive, professional environment in full compliance with applicable laws, regulations, policies, and procedures; acts to ensure that staff members understand and comply with applicable laws, regulations, policies and procedures.

10. Operators must review Significant Events Logs, Read files, and Pass-On books for information.

11. Responsible for receiving shift briefing from dispatcher being relieved.

12. Ensure all equipment is present and operational.

13. Maintains all logs; reviewing and writing reports for incidents and emergencies utilizing a Significant Events Log during assigned shift.

14. Performs tasks and duties of a similar nature and scope as required for assigned site(s).

15. Any additional duties as required or assigned.

MINIMUM QUALIFICATIONS AT ENTRY

· Must be a citizen of the United States.

· Must be at least 18 years of age.

· Must have and maintain a Security Officer certification for the state in which assigned.

· Must have and maintain any required Control Center Operators certification for the state in which assigned.

· Ability to acquire and maintain the required level of Department of Defense (DoD) Security Clearance.

· Ability to acquire and maintain all other site specific special clearances/access requirements (Department of Energy (DOE), Special Access Program (SAP), and Sensitive Compartmented Information (SCI), electrostatic discharge (ESD), foreign object detection (FOD)) as required.

· Must have and maintain a valid motor vehicle operator’s license if required.

Background Prerequisites

Must undergo and meet company standards for background and reference checks, controlled substance testing, and behavioral selection survey, in addition to any mandatory licensing requirements.

Education/Experience

• High School Diploma or G.E.D
• Minimum of two (2) years experience in physical security, military service, law enforcement or a related field, sufficient to meet the minimum requirements for state and local licensing and/or site standards as established by the company.

Competencies (as demonstrated through experience, training, and/or testing):

• Must be able to meet and continue to meet any applicable state, county and municipal licensing or permit requirements for (armed or unarmed, as applicable) Security Officers.
• Must be able to meet and continue to meet any applicable state, county, and municipal licensing requirements for Control Center Operators.
• Must be able to meet and continue to meet any Company or client-required training standards.
• Must be able to meet and continue to meet certification requirements for Basic Life Support CPR/AED and First Aid from American Heart Association or the American Red Cross.
• Knowledge of or ability to learn security operations and procedures.
• Ability to, hear, speak, and write fluently in English in order to communicate with employees and clients. Hearing and comprehension must be at normal range levels.
• Ability to write routine correspondence, including logs and reports.
• Ability to carry out instructions furnished in written, oral, or diagrammatic form.
• Knowledge of or ability to learn security operations and procedures.
• Ability to be an effective team member.
• Ability to maintain professional composure when dealing with unusual circumstances.
• Ability to adapt to changes in the external environment and organization.
• Good organizational skills.

WORKING CONDITIONS (Physical/Mental Demands)

With or without reasonable accommodation, requires the physical and mental capacity to perform effectively all essential functions. In addition to other demands, the demands of the job include:

• Maintaining composure in dealing with authorities, executives, clients, staff and the public, occasionally under conditions of urgency and in pressure situations.
• May be exposed to stressful situations, such as challenging individuals who are in or approaching an unauthorized area.
• May be required to work overtime without advance notice.
• Frequent sitting, standing and walking, which may be required for up to 8 hours per day and may involve climbing stairs and walking up inclines and on uneven terrain. Must be physically fit to: stand/sit for a minimum of eight (8) hours, climb stairs, and walk at least five (5) continuous miles without difficulty. Local waiver may be granted to allow 180 days to comply.
• Occasional reaching with hands and arms, stooping, kneeling, crouching and crawling.
• Frequent lifting and/or moving up to 10 pounds and occasional lifting and/or moving up to 25 pounds.
• Close vision, distance vision, and ability to adjust focus. Have at least 20/40 vision or wear corrective lenses correcting vision to that standard.
• Be free of color blindness; have normal fields of vision and depth perceptions; and be without conditions which would interfere with the performance of duties.
• Be able to hear and understand at normal range levels.
• May be required to use vehicle in the performance of duties. Vehicles are to include but not limited to: cars, trucks, electric carts, and bicycles.
• On occasion may be required to perform stressful physical activity.
• Depending upon assignment may be exposed to inclement weather or be required to work in environments or under conditions that require the use of protective gear and devices and/or awareness of personal safety and safety of others.
