About the Job
The Contracts & Marketing Communications Director is responsible for all aspects of Contracts and Vendor Management, Communications (Internal), Social Media and Administration. Responsibilities frequently extend outside the Project in support of other Maximus divisions.
Essential Duties and Responsibilities:
- Draft, negotiate, and administer various types of agreements including; contracts, subcontracts, MOUs (memorandum of understanding), and professional service agreements.
- Ensure compliance with prime contract terms and conditions including flow-down requirements.
- Negotiate and ensure appropriate business use of non-disclosure agreements, teaming agreements, licensing agreements, software licenses and other agreements.
-Provide contractual guidance to operations staff, oversight in the negotiation, and administration of Project contracts.
- Ensure proposals and contracts are issued and administered in accordance with company policies and procedures as well as Federal, State, and other applicable regulations.
- Develop and/or recommend policies and procedures to be used to manage and monitor programs, contracts, and proposals.
- Review and advise on change management issues when appropriate.
-Partner with Corporate Legal and Procurement resources as well as key stakeholders in the oversight and management of full life cycle contract operations ensuring the organization's interests are served, risks are appropriately mitigated, and all Project objectives are met or exceeded.
- Provide contractual guidance to operations and primary stakeholders and oversight in the negotiation and administration of Project contracts and ensure proposals and contracts are issued and administered in accordance with company policies and procedures as well as Federal and State and other applicable regulations. Prepare information regarding proposals, contract status, compliance, modifications, deviations, negotiations, and completion or termination of agreements, as requested.
-Negotiate and administer various types of agreements including contracts, subcontracts, MOUs and professional service agreements. Prepare and review proposed contracts, leases, formal agreements and other contractual instruments. Negotiate and ensure appropriate business use of non-disclosure agreements, teaming agreements, licensing agreements, software licenses and other agreements. Manage and execute vendor audit process as a means of mitigating organizational risk.
-Develop and/or recommend policies and procedures to be used to manage and monitor programs, contracts and proposals. Review and advise on change management issues when appropriate.
-Serve as advisor to internal clients on contractual, corporate, and government compliance issues.
-Ensure contract review, approval and execution in accordance with corporate policy and serve as interface with client for contract administration, with focus on contract compliance, change order management, and adherence to contract terms & conditions in support of attaining business & profit goals.
-Provide analysis to team regarding contractual obligations, including reporting and other regulatory compliance issues.
-Monitor submission of deliverables and other required contractual documentation.
-Draft and negotiate subcontracts, ensuring compliance with prime contract terms & conditions, including flow-down requirements.
-Work closely with finance to ensure contractual compliance.
-Provide ongoing review and administration of contract to ensure that any problems are identified and resolved in a timely manner. Prepare responses to complex inquiries regarding contract obligations and modifications.
-Prepare periodic status reports to management covering areas of responsibility.
- Direct Social Media Team to increase social media visibility and expand Brand and to provide users with exceptional customer support to enroll in health insurance coverage. Implement department strategies for community management in support of the NY State of Health using Facebook, Twitter, Google, Instagram, LinkedIn and other social media platforms to facilitate enrollment of individuals in healthcare and to increase visibility, influence, and image of NY State of Health among consumers, opinion leaders (bloggers, social media influencers), and other individuals.
-Assist other Maximus divisions outside NY State of Health through consulting and/or advisement on social media best practices and overall strategy in support of new and existing business efforts.
-Direct Marketing and Communications Team regarding design and development of all internal and/or multi-divisional communications and reporting activities.
-Responsible for oversight of all administrative initiatives across the project including employee engagement, community support actives and general stakeholder/departmental requests.
-Meet all compliance requirements including adherence to safety standards.
-Responsible for adhering to established safety standards.
-Must be able to remain in a stationary position for an extended period of time.
-Occasionally lifts, carries, or otherwise moves items weighing up to 25 pounds.
-Work is constantly performed in an office environment.
-Perform all other duties as assigned.
Minimum Requirements
Minimum Requirements:
- Bachelor's degree in related field required.
- 10-12 years of relevant professional experience required.
- Equivalent combination of education and experience considered in lieu of degree.
- JD Preferred
- 10 years of related experience. Experience in Healthcare industry a plus.
- 10 years of strong leadership/management experience
- Contract experience and demonstrated knowledge of all practices, procedures and processes involved in contract management of major operations contracts, as well as subcontract development, negotiation and management. Includes 5 years of experience negotiating and managing complex agreements and contracts including government and other Public Sector clients.
- Proficient in the understanding and deployment of Social Media and Communications strategies externally and internally
- Current knowledge of applicable contract laws. Ability to operate in a fast-paced environment, handle multiple priorities, contracts and clients simultaneously while meeting all deadlines.
- Must possess excellent written and verbal communication, and negotiation skills
-Must possess a high level of business acumen and ability to handle difficult situations which require diplomacy and tact with professionalism and efficiency.
-Must possess strong management and leadership skills as well as planning and project management skills.
-Proficiency in Microsoft Office Suite.
-Professional experience with social media platforms and analytics tools highly desirable.

Maximus compensation is based on various factors including but not limited to job location, a candidate's education, training, experience, expected quality and quantity of work, required travel (if any), external market and internal value analysis including seniority and merit systems, as well as internal pay alignment.
