As the Contracts Manager Liaison for the Bond Management Team, you'll be the go-to expert for contract procurement, navigating the complexities of technical project life cycles and program management. From pre-construction services to large-scale procurements ($50K–$100M+), your role will be pivotal. Responsibilities:- Develop and manage procurement packages for general contractors and professional services, including all administrative tasks.
- Oversee competitive bidding and selection processes, pre-qualification procedures, and RFQ preparation in collaboration with Subject Matter Experts (SMEs).
- Coordinate contracts, amendments, purchase orders, bid inquiries, addenda, and evaluation processes.
- Manage post-award submittals, BOT awards, and contract execution with third parties.
- Ensure strict compliance with policies, procedures, laws, and templates while maintaining detailed documentation for audits.
- File legal documents with government agencies and assist in drafting board policies for BOT approval.
- Full-time onsite role requiring multitasking, detailed reporting, and coordination with various stakeholders.
- Bachelor’s degree in a related field and 10+ years of relevant experience.
- Proficient in procurement software (e.g., PlanetBids, Adobe E-sign) and knowledgeable about standard contract terms and California-specific codes (Public Contract Code, Higher Education, Community College)
- Candidates should have substantial experience as senior contract administrators in Public Works, Government, Education, or similar fields, with mandatory knowledge of Public Contract Code regulations
- Experience with technical project life cycles and program management, including pre-construction services, environmental consulting, inspections, and large-scale construction procurements ($50K–$100M+)
- Demonstrated proactive communication skills
- Meticulous document review abilities
- Collaborative with the ability to work closely with procurement/contracts teams.
- Exceptional oral and written communication skills
- Detail-oriented, accurate, and capable of managing multiple projects with reliable reporting
- Strong communication skills, a positive work ethic, integrity, and the ability to learn quickly and think logically
Preferred:
- Juris Doctorate or Law degree.
- Experience with program/project management.
- Experience with electronic bidding software.
- Familiarity with project management software.
- Experience in procuring professional services with typical delivery methods (i.e, Design-Build, Design-Bid-Build, Collaborative or Progressive-Design-Build, Job Order Contract, etc.) delivery methods.
- Knowledge or familiarity of California Uniform Public Construction Cost Accounting Act (CUPCCAA) policies and procedures.
Salary Range: $145,000 to $165,000
Location: Long Beach, CA
