**Overview**
The **Business Services Directorate** (BSD) delivers essential financial, contractual, and project management capabilities to Pacific Northwest National Laboratory (PNNL) that are required as part of our management and operations contract to operate PNNL on behalf of the Department of Energy (DOE).
Our BSD purpose in delivering these capabilities is to provide efficient, effective, and compliant business services to increase the scientific impact of PNNL.
**Responsibilities**
The **Contracting Assistant** is responsible for providing administrative support to Contracting Professionals and teams in Acquisitions. Acquisition responsibilities include file development, data input in required systems, delivery expediting, payment of invoices, and initiating and monitoring closeout activities. Develops reports to clients indicating status of activities. Supports the development and delivery of contractual training requirements.

+ Supporting non-routine activities in accordance with established contracting procedures
+ May implement organizational programs
+ Supporting contracting role requires inter-disciplinary skills to expedite, facilitate payment and resolve delivery issues

+ Recognized authority in the field
+ Finish tasks effectively and adjusts as needed to ensure completeness and accuracy while creating new ways, if necessary
+ Exercises independent, techniques and evaluation criteria for obtaining results
+ Contacts are frequent with individuals representing other departments, and/or representing outside organizations
Discipline, principal job duties/expectations, and qualitative and quantitative measures of performance that exceed the Functional Descriptor:
+ Construction on-site inspections for contractor and subcontract compliance to construction wage rate requirements, specifically to check type of work performed, number and classification of workers, and fulfillment of posting requirements
+ Contractor and Subcontractor employee interviews conducted in accordance with SF 1445, Labor Standards Interview Form
+ Review of Construction Daily Reports and Certified Payrolls to confirm Interview results and to determine correctness of labor classifications, rates of pay, fringe benefits payments, and hours worked
+ Manage LCP Tracker Tool, including but not limited to the update and upload of HSSA and other wage rate determinations and interview results into LCP Tracker, oversee the verification of certified payrolls and reports into Document Manangement
+ Work involves being in a construction site environment where a hard hat, close toed shoes and safety glasses are required
**Qualifications**
Minimum Qualifications:
+ High school diploma/GED and 6 years of relevant work experience -OR-
+ AA or higher and 4 years of relevant work experience
Preferred Qualifications:
+ Previous construction environment work experience.
+ Previous experience working in the LCP Tracker software tool.
+ Demonstrate proficient use of a PC using a variety of commercial and in-house software packages, including use of Microsoft Office Suite.
+ Maintain high volume and quality of output with frequent interruptions.
+ Prioritize work and be responsible for commitments and action items.
+ Understand office support functions and possess the ability to effectively apply procedures, work independently, and direct workflow of others as appropriate.
+ Resolve and/or advise contracts specialists and management on a wide range of administrative issues.
+ Identify potential administrative problems/areas for continuous improvement and recommend solutions.
+ Learn quickly and provide training and guidance to less senior or new staff when necessary.
+ Use good judgment and discretion.
+ Communicate effectively with oral or written communication, including proper English grammar, punctuation and spelling.
+ Must have or rapidly develop thorough knowledge of PNNL policies and procedures, organization structure, and office procedures.

**HSPD-12 PIV Credential Requirement**
In accordance with Homeland Security Presidential Directive 12 (HSPD-12) and Department of Energy (DOE) Order 473.1A, new employees are required to obtain and maintain a HSPD-12 Personal Identity Verification (PIV) Credential. To obtain this credential, new employees must successfully complete and pass a Federal Tier 1 background check investigation. This investigation includes a declaration of illegal drug activities, including use, supply, possession, or manufacture within the last year. This includes marijuana and cannabis derivatives, which are still considered illegal under federal law, regardless of state laws.
**Mandatory Requirements**

Starting pay is calculated from the minimum of the pay range and actual placement in the range is determined based on an individual's relevant job-related skills, qualifications, and experience. USD $24.13/Hr.
**Maximum Salary**
