SUMMARY:
The Contracts Revenue Supervisor will support the Managers of Revenue Accounting and NYC Contracts in the management of the monthly cycle of government contract vouchering and payment. Responsibility includes supervision of accounting staff in the completion of the billing and collection cycle, monitoring and utilization of contract budgets through preparation of budget modifications and annual preparation of contract budgets.
DUTIES AND RESPONSIBILITIES:
- Assumes responsibility for the contracts and compliance calendar, ensuring that all contracts are billed timely and in compliance with individual requirements.
- Supervises the accounting staff in the preparation of monthly contract and grant vouchers to ensure reimbursement of program expenses, including assembling all required documentation. Reviews all vouchers for management signoff Reviews journal entries and ensures that the general ledger accurately represents the vouchers billed.
- Responsible for up to date knowledge base of individual funder requirements and ensures that staff are trained and implementing required procedures. Responsible for training new staff on system software and department procedures.
- Monitor cash collections and communicates with funders as needed to ensure timely payment. Monthly reporting of outstanding receivables per bank requirements.
- Responsible for knowledge of specialized reporting processes including OMH CFR, HHS Accelerator, HUD timesheets and HUD PRAC and other processes as needed.
- Directs and assists the accountants in regular and proactive monitoring of actual vs. budget spending for all contracts. Responsible for fiscal compliance and report timeliness. Interface with program staff in the preparation of the budget modifications for these programs. Directs and assists the accountants with preparation of the annual budget.
‘• Responsible for the accurate recording of payroll and related fringes monthly. Monitors the timely receipt of HUD timesheets and pro-actively engages program staff to ensure the same. Ensure accuracy of staff allocations and documentation as needed of timesheets. Reports monthly staffing vacancies as required to government funders.
- Primary responsibility for completion of the annual audit contracts revenue schedule, under the direction of the Managers of Revenue and NYC Contracts.
- Other duties as assigned.
EXPERIENCE, EDUCATION AND SPECIAL REQUIREMENTS:
- Bachelor degree in accounting from an accredited four-year college or university
- 5 years of related experience with grant, property management and/or non-profit accounting
- Demonstrative knowledge of accounting theory and principles
- Strong Excel skills, including spreadsheet creation, pivot tables, formulas.
- Ability to effectively handle multiple projects concurrently and accurately
- Capability to work in a faced paced environment
- Excellent communication skills
