About the Job
Contracts and Procurement Attorney provides legal advice and counsel on legal matters affecting a Public Health Government Organization related to matters Contracts and Procurement, as Ethics and Human Resources. The ideal candidate will be a creative thinker, passionate about public service, and be comfortable working with internal stakeholders, executive and legislative officials, and other stakeholders.
Contracts and Procurement Attorney Responsibilities:
- Provides legal advice and counsel on legal matters affecting a Public Health organization related to matters including, but not limited to Contracts and Procurement (i.e., contract administration, acquisition management, policies and training), as well as Ethics and Human Resources
- Manages contract activity in which the agency has a direct operational interest and/or is a major stakeholder, including drafting short and long contracts, reviewing and adjusting 3rd party contracts, and more.
- Manages agency activities in purchasing and asset management as serves as the primary agency liaison to offices for budgeting, IT, and administrative services.
- Manages agency's programs related to Diversity, Equity, and Inclusion.
- Authorizes administrative agencies to enter into contracts with selected vendors on behalf of the agency after review of Requests for Proposals (RFPs)
- Ensures the agency’s compliance with federal regulations and eligibility criteria for receipt of federal dollars
- Represents the agency in matters pending before joint committee, legislators, state officials, and/or county officials on all matters of contract and procurement administration (e.g., controlling board and other standing and/or special committees of Legislature)
- Serves as primary agency liaison with Governor’s Office and/or Ohio General Assembly on contract administration issues.
- Serves as key legal counsel in planning, directing and evaluating agencywide contracts for agency operational units and program areas.
- Supervises development of budget and monitoring of fiscal compliance
- Reviews work product (e.g., final contracts and other legal documents drafted by professional staff) for approval
- Researches and develops long term plan for course of action for the agency regarding contract administration, purchasing and asset management
- Provides training to internal staff with regard to ethics requirements.
- Supervises 2 staff members, one Sourcing Planner and one Administrative Professional, including managing and guiding work, managing performance, overseeing projects, etc.
- Conducts legal research, keeps contract templates and models current and secure
- Prepares reports based on performance measures related to agency contracting program, makes recommendations for changes to policies and procedures governing the contract drafting
Contracts and Procurement Attorney Requirements:
- Must be admitted to Ohio Bar pursuant to Section 4705.01 of Revised Code.
- Minimum of 18 months as a licensed Attorney, with 3+ years experience strongly preferred.
- Maintain a knowledge of the law, both procedural and substantive, legal research methods and legal writing.
- Knowledge of laws, rules, and procedures applicable to the operations of this public health state agency.
- Strong communication ability including interviewing, verbal communication regarding legal issues, the ability to lead and work alongside others, and more.
- Able to handle sensitive contacts with government officials, adverse parties, and the general public.
- Strong organizational and analytical skills.
