Qualifications:
- 4 to 6 years of experience developing, implementing & negotiating complex P2P contracts in SCM / Purchasing Manager role.
- Must be familiar with NDA's, Services Agreements, Master Services Agreements, Project Addendums, and Amendments
- Receive and Validate Requisition:Customer engagement - Contact customer to completely understand requisition requirements and confirm you have required information to determine the appropriate acquisition strategy.
- Obtain Requirements: As needed, assist in the development of the Statement of Work and/or Requirements.Collaborate with the customer to develop the appropriate acquisition timeline and strategy.Research established suppliers and perform market research, as needed to meet minimum sourcing guidelines, to identify suppliers.Complete a Risk Assessment.
- Conduct Solicitation (as applicable):Accumulate requirements to describe what the Supplier is expected to provide and what the required timeline will be in a RFx format and send RFx to identified supplier(s).
- Evaluate Responses (as applicable):Review, clarify and rate response(s) against RFx requirements.Build evaluation matrix as needed/required.Collaborate with customer.
- Create Contract (using system-generated templates):Based on the type of service or product, determine appropriate contract template to use.Based on the customer engagement and requirements, answer the Wizard questions to obtain the contract.Proof read and update the contract based on unique requirements not addressed by the Wizard questions.
- Negotiate Agreement:Negotiate via phone, email or in person with supplier and collaborate with customer and any required SMEs, for example, legal and risk.Document and report cost savings.
- Obtain Customer Approvals: Determine appropriate customer approval level based on contract value and if any other areas will be required on the coordination due to unique commodity, risk or circumstances.Collaborate with customer on coordination/approval sequence of events.Provide a summary of the acquisition and any unique circumstances the approval authority will need to know to make an informed approval decision.Prepare and include any required contract documentation, for example, the Electronic Contract File.
- Obtain appropriate GSD Execution Authority Approval and Signatures. The appropriate GSD Execution Authority will review and analyze the contract, ECMS data elements, required attachments, then approve in the system and sign the contract document (once the supplier has signed). Validate system data is accurate and upload the executed contract.
- Provide Customer Service (any follow up actions needed):Communicate with customer that the contract has been sent to the supplier.Collaborate with the supplier on any required special handling or needs.Appropriately hand off to the GSD Supply Chain Manager portfolio owner for post award activities.
- Oversight of assigned portfolio.Manage all active contracts in assigned portfolio.Continuous monthly reviews and appropriate action taken to keep all required Managed Processes/Management Routines within the appropriate tolerances.
- Expiring Contracts.Manage the Enlighta, or current system, contract expiration intent notices to ensure contracts do not expire without intent to avoid disruption to client member or employee services as well as system and campus access to third parties.If intent is to expire, ensure required contractual requirements are met.
- Maintenance and Review of Risk Tier (FRA) Validation.Based on the risk tier, facilitate Risk Tier re-validations with the Service Delivery Evaluator to maintain current and accurate Risk Tier scores.
- Risk Contingency Plan (RCP).Facilitate annually review of the RCP with the Contract Stakeholders, and ensuring Contract Owner approval is in Salesforce tool.
- Exit Plans.Facilitate Exit Plan review with Stakeholders at contract renewal or amendment with material changes to ensure information is still accurate.
- Contract Terminations.Review the contract in question to determine the impact of the termination and the appropriate action to take.Draft the appropriate termination, obtain legal review and collaborate with the customer/business.Provide appropriate termination document to the Supplier and appropriate close out ECMS.
