Summary: The Consultant (Data Scientist) SME IV is responsible for leveraging data mining techniques and statistical analysis to uncover intelligence and guide investigative decisions for high-quality products. This role involves working with both classified and unclassified systems, developing automated tools, and enhancing data collection procedures to support the USPIS Program. Candidates must possess an active Top Secret or Secret clearance and significant experience in data analysis and cloud resource hosting.

Responsibilities:
- Identify intelligence in vast amounts of data to guide investigative decisions.
- Apply data mining techniques, perform statistical analysis, and build high-quality prediction systems.
- Utilize classified and unclassified systems to identify threats related to mail stream and USPS infrastructure.
- Embed with USPIS Program Manager and analyze existing processes to integrate with USPIS target models.
- Develop and optimize classifiers using machine learning techniques.
- Utilize state-of-the-art methods to mine large datasets for intelligence products.
- Enhance product results using third-party data where applicable.
- Improve data collection procedures to automate processes and ensure data integrity.
- Conduct ad-hoc analysis and present results in clear formats.
- Create automated anomaly detection systems and track their performance.
- Provide general IT support as needed within the CI2 and CI2 NTC environments.
- Enhance and support a cloud resource hosting solution for APOLLO, HYDRA, and ORION.
Skills/Qualifications:
- Minimum of 13-20 years of relevant experience in data analysis and cloud resource hosting.
- Bachelor's degree from an accredited college/university in a related field, or four additional years of relevant experience in lieu of a degree.
- Strong knowledge of machine learning, statistical analysis, and data mining techniques.
- Experience with developing automated tools and cloud-native design patterns.
- Excellent problem-solving, analytical, and communication skills.
- Ability to create and maintain complex data models and databases.
- Strong leadership skills with the ability to manage high-visibility and mission-critical projects.
- Familiarity with CBP's Team Avenger program is a plus.
Certifications (one or more required):
- CompTIA Net+
- CompTIA A+
- CompTIA Security+
- CPTE: Certified Penetration Testing Engineer or CEH: Certified Ethical Hacker
- CISSP, CISSP-ISSEP, CISSP-ISSAP, CISSP-ISSMP preferred
- CISA: Certified Information Systems Auditor
