Consultant Business Analyst - NIH

Ideal candidates would possess 5-8 years in business analysis, and should have strong interpersonal skills, have superior oral and written communication skills, a client service focus, as well as the ability to identify opportunities for improvement, develop recommendations and implement complex solutions in a fast-paced environment. Experience working at the NIH (National Institute of Health) or federal government experience is preferred.
Responsible for providing design-thinking leadership, working directly with NHLBI stakeholders to elicit, analyze and validate requirements for both operational and administrative systems. Plan and carry out work independently within this framework, keep stakeholders informed, and communicate highly complex matters requiring escalation. Must be a results-driven individual who is focused on business outcomes and project success.
PRIMARY RESPONSIBILITIES
- Documenting application changes and new features/enhancements using a standardized format.
- Gather, organize, and document requirements IAW Scaled Agile Framework (SAFe) business practices.
- Lead or assist in the preparation of requirements driven documentation using Epics, Capabilities, Features and Stories Acceptance Criteria.
- Analyze requirements for completeness, concise, feasibility, linkage and interdependency, test-ability, etc.
- Support Application administration tasks, adding/removing user access, updating roles, and providing business stakeholder support as needed.
- Build, edit, and maintain the product backlog consisting of user stories, defects, and technical debt with input from System Architect/Engineering and other stakeholders.
- Communicate ideas and viewpoints on various opportunities to the senior management.
EDUCATION & REQUIRED SKILLS
- Bachelor’s degree in business, IT, or a related field.
- Ability to obtain and maintain a Public Trust Clearance.
- 5 years of experience working in a Business Analyst or Requirements Analyst role.
- Experience in functional Use Cases, Data Flow, Workflow diagramming, and Scaled Agile Framework (SAFe) business practices.
- Knowledge and experience in vetting and writing requirements as well as writing and executing test scripts and test plans.
- Experience with Jira, Confluence and SharePoint.
- Excellent analytical and presentation skills – Advanced proficiency with Microsoft Excel (pivot tables) and knowledge of PowerPoint are required.
- Confidence working with and interfacing with clients across different parts of the business.
- Self-motivated and able to work with minimal supervision.
- Knowledge and experience with ERP and CRM systems (e.g., Salesforce, etc.) is preferred but not necessary.
- Knowledge and experience with NIH systems and/or applications is preferred but not necessary.
COMPENSATION
Some of these positions may be paid on a W2 basis with a competitive salary and bonus and also eligibility for benefits. Benefits include health, dental, vision, disability and life insurance, a 401(k) program with a company match, plus paid vacation and sick time. In addition, some of these positions may be hired on a 1099 contractor basis for a defined duration and specific engagement.
