Consultant / Administrator (ERate / Government Funding Sources) at Trigyn Technologies Inc

Our direct education client has a contract opportunity for ERate Administrator in Seattle, WA. The particulars of the position are as follows.

Roles and responsibilities:
• Provide operational management experience of technology, internet, cybersecurity, telecommunications, and other related areas as it applies to ERate and other Government Funding Sources.
• Improve existing or develop new performance metrics to continually update the status of related programs and projects.
• Communicate and report on the progress and returns of ERate and other Federal, State and Local Government Funding Sources with executive leaders and others in the district.
• Identify new funding sources and potential matches such as the Schools and Libraries Cybersecurity Pilot administered by the Federal Communications Commission and the SLCGP.
• Consulting and Administration Services for ERate and other Federal, State and Local Government Funding Sources.
• Function as an advisor to District management to maximize ERate and other Programs financial return to the district.
• Educate management and staff on ERate, Cybersecurity Pilot, Capital Projects, and other Federal, State and Local Government Funding Sources Programs objectives.
• Ensure that ERate and the other Funding Sources Programs processes and procedures are documented and communicated.
• Understand, support, and train the district staff on ERate and the other programs.
• Publish quarterly progress reports.
• Establish measurable financial return objectives.
• Provide high quality ERate services to public K-12 organizations in a large urban school district.
• Acquire and sustained growth of ERate reimbursements for the district.
• Provide expertise and a comprehensive knowledge of ERate legislation, regulations, and jargon.
• Provide the district with knowledge of Category 1 and Category 2 eligible technologies.
• Collaborate with the district on Interlocal Agreements (ILA’s).
• Ensure that all eligible maintenance agreements are considered for application.
• Provide support for all outstanding issues from the previous year.
• Provide support for ongoing Program Integrity Assurance (PIA) reviews from previous year’s submittals.
• Provide other related services as needed.
• Provide an onsite schedule for the Administrative offices.

REQUIRED DELIVERABLES:
• Gather information from all schools, district administrative offices, departments, and key personnel.
• Identify which new and existing technologies are eligible for discounts through the ERate and the other Federal, State and Local Government Funding programs.
• Support various government funded grants and programs (ERate, federal, state, and local.)
• Identify what qualifies under the new Cybersecurity Pilot Program for new cybersecurity services that will best help the schools and libraries address the growing cyber threats and attacks against their broadband networks.
• Develop multiple applications, seek approval from the Assistant Superintendent for Technology and Optimization, and submit within the parameters of the application window.
• Confirm receipt of these applications with the ERate and the other programs through the Receipt Acknowledgement System at USAC.
• Submit subsequent specific information about the technology reimbursement sought.
• Track each Funding Request Number (FRN) from inception to reimbursement.
• Interface with Accounting personnel to track reimbursement and discounts and reconcile with each submitted FRN.
• Communicate with vendors on behalf of District, when appropriate.
• Verify and account for all reimbursement and discounts received.
• Maintain accurate records of all technologies involved in the ERate, Cybersecurity Pilot program, Capital Planning and Projects, and other Federal, State and Local Government Funding Sources including but not limited to minutes from meetings and other activities related to acquisition of eligible technologies and/or services.
• Follow audit preparation guidelines and coordinate and assist if an audit is conducted.
• Maintain an ongoing dialogue with Procurement personnel and follow all directions from Procurement regarding acquisitions.
• Coach District personnel on the use of master contracts and identify which master contracts are appropriate.
• Ensure that District acquisition policies meet or exceed those required by the State of Washington to meet USAC ERate requirements.
• Assist in the development of RFP’s, RFQ’s, and other documents to ensure they meet the USAC ERate, Cybersecurity Pilot, Capital Projects, and other Federal, State and Local Government Funding Sources requirements.
• Interface with ERate (and associated) departments in other school districts and libraries nationwide to maintain awareness of current trends and methods.
• Attend annual ERate and other Government Funding Sources program trainings.
• Advertise presence at the district and communicate in an initiative-taking manner with managers who maintain or seek potentially eligible technologies.
• Provide monthly status reports and develop objective metrics for reporting performance.
• Maintain an ongoing dialogue with department managers in areas including Information Systems, Grants, Nutrition Services, Facilities, and the Legal Office to help steer the acquisition of new technologies to a course consistent with USAC ERate and other programs rules and regulations regarding eligibility.
• Develop and constantly improve internal processes for increasing eligibility of technologies. This includes scheduling meetings to present information to management and technical personnel.
• Interface with the Assistant Superintendent to update status, share ideas and receive direction on issues ranging from the District’s Strategic Technology Plan to troubleshooting communication with various state agencies.
• Identify changes to service provider status, name and corporate entity changes, Service Provider Number changes etc.
Update the USAC database with school name changes, program, and location changes.
• When appropriate, appeal rulings on funding through the appeals process at USAC. Monitor appeal status and report to Assistant Superintendent throughout ERate and other Federal, State and Local Government Funding Sources Programs.
• Respond to legislative changes and actions after gaining approval from Assistant Superintendent for Technology and Optimization and when in line with District requirements.
• Ensure the Child Internet Protection Act Standards are adhered to and certified each year.
• Communicate with the State of Washington OSPI regularly to acquire information about enrollment status, lunch subsidy statistics, coordination of school program, and location records.
• Work with the State of Washington on technologies that are shared statewide and applied for as a statewide consortium.
Stay abreast of regulation changes and funding windows, through USAC, ERate, and FCC websites.
• Develop and maintain relationships with outside experts who can assist the district in making correct decisions when needed.
• The ERate and other Government Funding Sources Administrator will provide 1:1 and group training. Training will include ERate, Cybersecurity, and other Government Funding Sources topics related to general program, eligibility, and documentation. The training would be about 6-10 hours per month over the academic school year.

REQUIRED EXPERIENCE AND KNOWLEDGE:
• Experience providing referenced ERate services with five (5) or more years of experience in public K-12 organizations with direct experience in a large urban school district.
• Five years of ERate Administrator’s work history and career accomplishments.
• Extensive knowledge of ERate legislation, regulations, and jargon.
• Comprehensive knowledge of the Category 1 and Category 2 eligible technologies.
• Working understanding of Interlocal Agreements (ILA’s).
• Demonstrate experience with sustained growth of ERate reimbursement in an urban school district.
• Experience being a primary ERate and other Government Funding Sources Administrator.
• Ability to share references within the national ERate Program.
• Two or more years of operational management experience in the technology department of a medium to large organization.
• Experience creating and facilitating training and resources for ERate.
• Knowledge of Internet and telecommunications technology.
• Ability to communicate clearly with exceptional writing and math skills.
• Two years of experience with Microsoft Office (Word, Excel, PowerPoint), and Teams.
• Familiarity with creating a complex file management system, including file naming convention policy development.
