Akima is actively seeking a Subcontract Administrator, Level IV with an emphasis on Construction services as part of our staff augmentation team supporting the Department of Energy at National Renewable Energy Laboratory (NREL) with an emphasis on Construction services to directly support our NREL customer. The Facilities and Site Services (FSS) Team is a unique group tasked with facilitating and eliciting NREL’s construction/maintenance projects in conjunction with DOE. Many high-profile projects are on the horizon, as part of our 10-year and beyond campus expansion strategy. This includes large and small construction, maintenance, and campus upgrade efforts. This is a creative team working on a wide range of contract engagements. The successful candidate can work autonomously, take initiative, think critically towards complex analyses, and pay attention to detail. We are looking for someone who can execute a high standard of contracts administration and contribute towards process and reporting improvements for the Office of the CFO.
Successful candidates will be employees of AIS, a premier government contractor charged with employing highly motivated and well-qualified personnel who can advance the missions of the National Renewable Energy Laboratory located in Golden, CO. Though employed by AIS, the employee will take day-to-day direction from technical personnel employed directly by the research laboratory. Pay, benefits, Human Resource, and Employment Management functions are provided by AIS.

Responsibilities
This Hybrid position requires that you live within commuting distance from Golden, CO. The successful candidate will be required to work on-site on an as-needed basis and can work remote 8 AM to 5 PM Mountain Time, Monday – Friday unless otherwise directed by NREL.
+ Perform complete pre-award, award and post award acquisition functions for various agreement types (eg. Task Ordering Agreements, Work Ordering Agreements, Stand Alone Contracts, competitive and non-competitive procurements, etc.) in accordance with applicable procedures and guidelines, including Federal Acquisition Regulations (FAR), Department of Energy Acquisition Regulations (DEAR), NREL prime contract flow downs, General Services Administration (GSA) and construction industry best business practices.
+ Perform market research to find viable contractors to perform the work and develop and acquisition strategy and project milestones.
+ Develop and draft a sole source or competitive solicitation package (including establishing best value or LPTA criteria).
+ Complete RFP or award package and present it to the leadership team/ DOE for final review and approval when required.
+ Prepare postings for solicitations for SAM.gov and lead pre-bid and pre-construction job walks for potential offers and awardees.
+ Respond to technical questions from potential offerors, receive, track and review incoming proposals from offerors, and develop a comprehensive negotiation strategy, perform discussions, clarifications and debriefs.
+ Negotiate pricing, negotiate terms, recommend award, and prepare the necessary documentation in support of purchasing decisions (award package) and perform cost or price analyses; making competitive range determinations; coordinating with technical experts and evaluation teams.
+ Perform post award duties and subcontract administration, including leading pre-construction meetings, issuing Notices to Proceed to the awardee, drafting change orders, drafting field change orders, drafting and issuing modifications and drafting closeout documentation.
+ Leveraging Oracle EBS and Procurement Cloud, Google, Microsoft Suite, and Adobe Suite applications for organization, decision-making, tracking, reporting and problem-solving.
+ Verifying compliance with Service Contract Act and/or Davis Act.
+ Interface with the leadership team in a professional manner and present updates on construction and strategic projects as needed.
Qualifications
Minimum Qualifications:
+ Relevant bachelor’s degree and 9 or more years of experience or equivalent relevant education/experience in supply chain, management, business, contracts administration or similar field. Or, relevant master’s degree and 7 or more years of experience or equivalent relevant education/experience in supply chain, management, business, contracts administration or similar field.
+ Expertise and wide application of technical principles, theories and concepts for contract administration with A&E and construction projects.
+ Working knowledge of the Federal Acquisition Regulations (FAR), other laws, regulations, principles, procedures and practices related to government contracting (similar to GS 1102 positions).
+ Direct federal contracting experience and direct government construction contracting experience using FAR Part 36, Davis Bacon Act and Service Contract Act.
+ Can execute federal contract administration with minimal guidance.
+ Exceptional leadership, project management and problem-solving skills.
+ Demonstrated experience negotiating terms and conditions for various contract types.
+ Demonstrated ability to develop strategies to effectively deal with project and program contractual issues without guidance.
+ Strong cost/price analytical skills and business math skills.
+ Strong interpersonal skills necessary to build, lead, and maintain a diverse team through a long and complex process, resulting in all team members and stakeholders participating efficiently and effectively to achieve the common goal of completing a successful project.
+ Comfortable with ambiguity, high standards of professionalism, takes initiative, resourceful, investigative, enthusiastic, strategic and articulate.
+ Expert foundational digital skills, including expert knowledge of navigating a PC user interface, the Microsoft Office Suite (including but not limited to Outlook, Word, Excel, Teams, OneNote, Powerpoint), Adobe Suite (PDF files), internet browsers (Firefox, Chrome, Edge) and ability to quickly learn (within 6 weeks) other applications like Oracle EBS, Oracle Procurement Cloud, and Smartsheets.

+ Medical Exam(s) - Job related pre-placement medical examinations may be required for this position.
+ This position may require the ability to obtain and maintain a clearance from the Department of Energy. If determined as such, this position would be identified as a Workplace Substance Abuse Program (WSAP) testing designated position. WSAP positions require participation in an ongoing random drug testing program in addition to the pre-employment drug screen.
+ The selected candidate will be required to work on-site on an as-needed basis and can work remote 40 hours per week between the hours of 8 AM – 5 PM Mountain Time, Monday-Friday unless otherwise directed by NREL. Actual time may vary depending on workload requirements. Job duration is projected to be a 12-month period of performance with potential for a 12-month extension.
Salary Range: $93,600 - $104,000 annually – The salary offered to the successful candidate will be determined based on the candidate’s qualifications, work experience, and their ability to meet the known requirements of the position as determined at the time of hire. Job location will also be a factor in determining the salary offered.
