Reports To: Senior Construction Manager – Asset Management/Development Department
Position Status: Full Time, Non-Exempt
Position Purpose
The Construction Project Engineer plays a crucial role in supporting the Project Manager to ensure the successful planning, execution, and completion of construction projects. This position serves as the key link between the project management team and on-site construction activities, coordinating resources, managing documentation, and facilitating communication among stakeholders.
Under the supervision of the Construction Program Manager, the Project Engineer will assist in the creation, management, and documentation of construction contracts; establish and monitor procedures for tracking and coordination of construction projects; assure compliance with bid documents, applicable policies, and applicable regulations; and support field superintendents and project manager.
Essential Job Duties and Responsibilities
- Assist in creating construction projects scope, specifications, bid, and contract documents.
- Review and thoroughly understand construction plans and specifications.
- Interface with team members, contractors, permit officials, design professionals, and consultants.
- Prepare requests for proposals and bid packages and assist in bid/proposal review.
- Assist in the development of cost estimates and quantity takeoffs.
- Monitor project costs and progress.
- Manage and control changes in project scope and cost; negotiate disputes and changes with contractors.
- Maintain control of project records including the submittal, RFI, and change order processes.
- Review pay applications for accuracy and completeness.
- Prepare and update meeting agendas and minutes.
- Prepare reports as required.
- Prepare and distribute project close-out / O&M documentation.
- Attend construction meetings; travel to job sites as required.
- Provide support and resources for field staff as needed.
- Other assigned duties related to the general functions described above.
Supervisory Responsibilities
Does not supervise any staff.
Qualifications and Competencies
- Knowledge of construction project management techniques and methods.
- Ability to read and interpret construction plans and specifications.
- Basic knowledge of building codes, ADA, and Fair Housing regulations.
- Basic knowledge of construction principles, practices, means and methods.
- Intermediate level experience with MS Excel.
- Experience with BlueBeam/Revu a plus.
- Thorough and attentive to details; able to prioritize and multitask; proactive and detail-oriented. Ability to maintain organization in a changing environment.
- Ability to establish and maintain necessary records and prepare clear, concise and complete required reports.
- Understand and execute oral and written instructions.
- Skill in dealing with the general public; uses tact, discretion and courtesy when interacting with clients and callers.
- Ability to present and maintain a professional demeanor, remain calm while under pressure and effectively cope with interruptions and special instructions.
- Exercise good judgment, maintain confidentiality and represent HASCO with discreet professionalism.

- Valid Washington State Driver’s License and acceptable driving record at time of appointment and throughout employment are required in this position.
Education and/or Experience
A typical way to obtain the qualifications and competencies is:
AA degree in Construction Management or equivalent program with project management focus and general construction knowledge. Bachelor’s Degree preferred. Four to five years’ relevant work experience in construction and two+ years’ project management support experience or any equivalent combination of education, training and previous work experience that provides the required skills, knowledge and abilities.
Communication Skills
Ability to communicate clearly and effectively, both verbally and in writing, with people from a variety of cultural, economic and ethnic backgrounds; individuals with disabilities hindering communication; and individuals lacking fluency in verbal or written English. Exhibits diplomacy and effective listening skills when communicating with clients and staff members.
Computer Skills
Strong computer skills especially Microsoft Excel (Intermediate level), Outlook, SharePoint and Word. Experience with BlueBeam/Revu a plus. Ability to perform thorough internet searches, accurately complete data entry logs and clearly transmit information through email.

Work is performed at the main office, in Everett, from home, or from work sites and in occupied apartment units. While performing the duties of this job, the employee is required to frequently inspect units in a variety of conditions and locations and may be exposed to ongoing construction and various weather conditions. The employee will drive a vehicle to and from work sites in a variety of weather conditions.
