JOB DESCRIPTION
Health, Safety, and Environmental (HSE) Oversight:
- Implement, monitor, record, and report the Health, Safety, and Environmental (HSE) performance of the project site in accordance with Xcel Energy's EHS standards, working in close collaboration with the project team.
- Conduct regular site safety meetings and ensure all team members, contractors, and visitors are briefed on site safety practices and protocols.
- Conduct daily safety inspections to identify and mitigate risks, ensuring adherence to safety regulations and zero-tolerance for unsafe work practices.
- Maintain and review HSE documentation and incident reports, record safety observation in EcoOnline, initiating corrective actions as necessary.
Team Leadership and Site Management:
- Lead and manage site teams to ensure that performance standards, project objectives, and organizational policies and procedures are consistently met.
- Foster a culture of teamwork, motivation, and accountability among site personnel.
- Coordinate work schedules, resolve conflicts, and ensure optimal utilization of labor and resources to maximize productivity and minimize downtime.
Construction Operating Rhythm Adherence:
- Ensure the deployment and adherence to the Construction Operating Rhythm on-site to maintain efficiency and project alignment.
- Schedule and lead regular site progress meetings to review milestones, address challenges, and align with overall project timelines.
Quality Assurance and Compliance:
- Support the implementation of Xcel Energy's Quality, Construction, and EHS processes and guidelines, ensuring compliance across all work activities.
- Conduct quality control inspections and audits to ensure construction methods and materials meet project specifications, industry standards, and contractual obligations.
- Oversee corrective actions and non-conformance reporting for any issues identified during quality inspections.
Contractor and Work Progress Monitoring:
- Oversee, monitor, record, and report contractor work progress in coordination with Site Construction teams to ensure timely completion of tasks.
- Review contractor performance, ensuring adherence to agreed-upon schedules, quality standards, and budget constraints.
- Identify and address delays, resolving construction conflicts and providing technical solutions as necessary.
Documentation and Reporting:
- Prepare and distribute weekly progress reports, contributing key insights to the monthly project reports for stakeholders.
- Maintain accurate project records, including documentation of daily logs, inspections, work orders, material receipts, and changes to the scope of work. Maintain and update projects SharePoint site.
Construction Quantity Tracking:
- Collaborate with site teams to implement and monitor Construction Quantity Tracking, ensuring accurate records at all work locations.
- Verify and approve quantity estimates for payment applications to contractors, ensuring transparency and accuracy.
Audit and Inspection Coordination:
- Conduct site and quality audits in consultation with the EHS and Quality teams to ensure adherence to project specifications and standards.
- Work closely with third-party inspectors, regulatory bodies, and the client to ensure inspection and certification compliance.
Subcontractor Management:
- Oversee subcontractor management at work sites, ensuring all activities are carried out in alignment with Xcel Energy's standards and norms.
- Evaluate subcontractor performance, provide feedback, and ensure contractual requirements are met.
- Manage subcontractor onboarding, ensuring all relevant site procedures, safety, and quality standards are understood and followed.
Regulatory and Statutory Compliance:
- Ensure compliance with local statutory requirements at all work sites, addressing both state and county legal obligations as specified in the contract.
- Coordinate with regulatory authorities as required, ensuring all necessary permits, licenses, and inspections are in place.
Risk and Opportunity Management:
- Proactively manage construction-related risks and opportunities, ensuring potential issues are addressed and opportunities for improvement are maximized.
- Implement risk mitigation plans and conduct regular reviews to minimize project disruptions.
Cost Control and Budget Management:
- Track and manage construction costs to ensure compliance with project budgets, identifying cost-saving opportunities without compromising quality or safety.
- Review and approve purchase orders, change orders, and other expenses to maintain budgetary control.
Stakeholder Communication:
- Serve as the primary point of contact for on-site project matters, communicating with clients, project managers, and external stakeholders to provide timely updates.
- Facilitate site visits and provide detailed briefings to project sponsors, clients, and other key stakeholders.
