Overview:On behalf of the City, Public works' Construction Manager serves as a liaison between the City staff, Contractors, the Design team and Other Project stakeholders, involved with the Construction activities. Construction manager is responsible for the delivery of a construction contract, from beginning to the end, within the project's cost, budget, and schedule.
Responsibilities:Leadership and Direction
- Receive broad guidance from senior-level management relating to overall key objectives, critical issues, new concepts, and policy matters and general parameters for execution. Manage people and processes to ensure effective execution. Review work produced by staff for quality assurance.
At the Operational and Company Level
- Directly interact with clients' representatives to negotiate work plans, administer construction contract terms and conditions, resolve field issues, and provide management system reporting as needed by clients.
- Assist with the marketing of the firm's capabilities to establish new clients and enhance relationships with existing clients.
- Coordinate with other internal departments to meet project requirements.
Do the Work
- Responsible for budgeting, organization, implementation, and scheduling of own work.
- Coordinate with engineers and other design professionals. Consult regarding modifications to plans and specifications.
- Coordinate the construction activities and monitor the progress by attending and documenting regular project design and construction site meetings.
- Oversee various Public Works' construction projects, including Roadway Paving and Rehabilitation, Utility upgrading, Parks & Recreational Facility improvements, Water, Sewer and Storm Drain Improvements, and many other civil construction projects from conception to completion.
- Evaluate project constructability and construction cost feasibility through document review and design team interaction.
- Perform, coordinate, and direct the observation and inspection of civil construction projects.
- Make recommendations to the owner regarding conformance with the project requirements. Should exceptions or deviations be observed, recommend corrective action.
- Evaluate proposed change orders from contractor for appropriate changes in scope, schedule, and pricing.
- Review the work progress of the Contractor, and the inspector's daily logs and reports. Prepare internal and external progress reports pertaining to job status.
- Analyze, manage, and mitigate risks. Review plans and other documents for constructability and value engineering considerations.
- Evaluate project constructability and construction cost feasibility through document review and design team interaction.
- Assist owner to secure all necessary public approvals, permits, and public utility hookups for the project.
- Review the contractor's cost estimates, change orders, and applications for payment, making recommendations for approval or revision, as necessary.
- Provide on-site observation of the quality and progress of the work and ensure that the general contractor's submittals and requests for information are addressed in a timely manner.
- If required, assist the owner in preparation of cost estimates, schedules, budgets, staff reports, Notice of Completions, and other task for compliance with the Project's grant funding requirements.

- Bachelor's degree in civil engineering, construction management, or equivalent commensurate experience in related fields with certifications and specified training in lieu of degree.
- Professional Engineering license desirable.
- Ten or more (10+) years of experience in Public Works Construction covering, utilities, roadway rehabilitation, transportation, water / wastewater, or other civil construction projects. At least three years of supervisory experience and experience managing projects during construction phase required.
- Experience in engineering and construction management consulting industry and construction contracting is highly desirable.
- Proven experience and expertise in construction administration or construction management.
- Thorough knowledge of building products, construction details and relevant rules, regulations, and quality standards.
- Professional level knowledge of construction business practices, including permitting, zoning, environmental testing and abatement, and construction and architectural contracts.
- Familiarity with construction management software packages.
- Knowledge of CPM Scheduling is preferred.
- Valid state driver's license and ability to pass a motor vehicle check.
- Partly indoor professional office environment which may include bright/dim light, noise, fumes, odors, and traffic.
- Mobility around an office environment.
- Frequent and prolonged use of standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.
- Partly outdoor work environment which may include adverse weather conditions, varying temperatures, excessive noise, and/or potential hazards.
- Mobility around a job/construction site to include walking, bending, crawling, climbing, squatting, or kneeling and wearing of required Personal Protective Equipment (PPE).
- Primarily local travel during the business day, although some out-of-the-area and overnight travel may be required according to the needs of the business.
- Occasional lifting or carrying up to 20 pounds.
- Occasional pushing or pulling up to 20 pounds.
- Occasional reaching outward or above shoulder.
Salary and eligible variable compensation (if any) commensurate with experience. Range $115,000 - $130,000 and includes a comprehensive benefits package.
