Job Summary:
The Construction Manager: Is a highly experienced and personable leader with strong project management skills, excellent strategic networking skills, capable of understanding and work across all elements of the project from technical, financial to commercial and revenue.
• Must develop near-term and long-term strategies and relationships, provide direction and support to assemble a team to include subcontractors and consultants as required by the contract and subsequent agreements. Also, manage project, resource planning, estimate reviews, budgeting, staff hiring and development and direct all construction activities to ensure successful completion and close-out of projects.
• Will require to be a great communicator in English and with a deep understanding of the transportation sector and business culture.
• Must be collegiate and possess good ‘soft’ skills to lead and persuade a diverse group of individuals to deliver both financial close and subsequent construction in a timely and efficient manner.
• Must have the experience and capacity to deliver large scale, highly important road construction projects involving complex technical issues and a wide variety of financing sources.
Duties include, but are not limited to:
• Overall accountability to the Company and the JV Members regarding the performance and compliance of the construction portion of the project. Provide leadership to all aspects of operations during the contract.
• Identify the staffing needs and manage team of key Superintendents and Segment Managers.
• Ensure systems and structures are in place for the effective management of the organization Track project progress of deliverables, milestones, and other commitments to the Developer or the Owner.
• Co-ordinate with JV Members organizations and advisors where required.
• Identify, monitor and manage project risks and report on mitigation strategies/impacts.
• Manage Change Orders in collaboration with the Construction Manager, as directed by the JV Executive Committee (ExCom).
• Manage any claims and/or contract or construction progress issues; coordinate discussions regarding same with the client, subcontractors and consultants as required.
• Ensure performance and compliance with DBJV contractual obligations
• Carry out policies established by the Project Director
• Ensure compliance with all Project and Finance Documents, legislative and regulatory requirements.
• Ensure any non-compliance by any sub-contracting party is resolved and rectified accordingly, and provide relevant notices as required.
• Deliver monthly written and oral reports as required by the ExCom.
• Build and maintain relationships with project stakeholders, including Client, Developer, Shareholders, Operator and others. Represent the DBJV and act as the prime point of contact for the Client.
Requirements:
o No less than ten (10) years of highway transportation infrastructure project management experience as project manager.
o Served as project manager on at least two highway transportation infrastructure projects involving roadway and bridge aspects with a budget of more than $100M, at least one of them Design-build.
o Residing in or willing to re-locate to Maryland or Northern Virginia
• B.S. in Civil Engineering or related field required.
• P.E. and/or DBIA and/or MBA designation are highly preferable but not required.
• Experience and good relationship working with DOTs is highly valuable.
• Demonstrated integrity and ethical leadership.
• Proven ability to perform in a management capacity, excellent written and oral communications skills, and a thorough knowledge of construction industry best practices required.
• Must be able to multitask in a fast-paced environment.
• Proven experience in directing and managing pre-award and post-award services for design-build projects.
• Strong knowledge of design/build and alternative delivery and proven ability to lead project teams.
• Demonstrated record of developing outstanding people and generating results through the efforts of others.
• Experience working with major designers, contractors, public agencies, and municipalities.
• Strong business acumen and understanding of concepts of cost, revenue, and cash flow and able to develop annual budgets.
• Willingness to travel regionally as needed.
Physical Demands:
While performing the duties of this job, the employee is regularly required to Carry tools and equipment, climb or balance; stoop, kneel, crouch, or crawl; and see and hear well (either naturally or with correction), stand; walk, (stand for long periods of time) handle, or feel; use arms and hands to reach for, handle and manipulate objects. The employee must frequently work or walk on uneven ground and is required to wear steel toed boots at all times. It is mandatory that the employee wear approved personal protective equipment. The employee must frequently lift and/or move up to 50 pounds. Perform a variety of duties while exposed to outside elements or confined spaces. Repeat tasks of short duration according to set procedures and evaluate information using measurable. Follow set procedures and standards.
