CONSTRUCTION COST ESTIMATOR - SENIOR - South Florida Water Management District

About the Job
The District is a regional governmental agency that manages the water resources in the central and southern parts of the state. It operates over 2,000 miles of canals and levees, hundreds of water control structures, and dozens of pump stations to provide flood protection for over 9 million residents.
Projects include pump stations, water control structures, reservoirs, stormwater treatment areas and associated works. Incumbent will be providing construction cost estimating support for the project by providing or reviewing estimates. Collaborates with technical representatives from other agencies associated with the project such as the US Army Corps of Engineers and partnering agencies.
The District is seeking a seasoned practitioner with heavy construction and water resource project estimating background that provides full life cycle cost estimating services and analysis to construction projects that support the District’s initiatives and programs. Construction projects include pump stations, water control structures, reservoirs, stormwater treatment areas and related works. Incumbent typically works on complex construction projects for the District, which can be small to large size projects.
From the conception phase through the closeout phase, incumbent accurately forecasts the scope, cost and duration of a construction project. This includes:
• Provide cost estimating support of construction for heavy civil and water resource projects, preparation of pre-bid construction estimates and analyzing outside consultant construction cost estimates and bids.
• Maintain the District’s cost database and assist project/construction managers with project constructability and related construction issues such as sequencing, critical path scheduling, claims resolution and change order reviews.
• Prepare/present/defend quantity survey or “takeoff” for assigned projects. This includes completing comprehensive analysis to arrive at decisions on equipment needs; sequence of operations; construction crew size; and, physical constraints at the site.
• Prepare/track/present a comprehensive cost summary for the entire project that includes the costs of labor; tools, equipment machinery, and vehicles; goods and materials; permits/licenses; insurance; subcontracts; markup; and any other costs unique to a specific construction project.
• Develop back-up and contingency plans as a precaution for any unplanned cost, economic, labor and/or regulatory/compliance issues or changes.
• Provide detailed information and time and cost modeling to ensure all contracts are developed and administered for the District’s best interests.
• Track and compare planned vs. actual time and cost results and make recommendation to correct either positive or negative variances.
• May present or assist in presenting analysis of project/program cost estimates, expenditures and forecasts to managers to enable/enhance project/program decision-making.
Throughout all phases of a construction project, incumbent applies proactive and predictive analysis techniques to identify financial issues (plus or minus) and develop the appropriate action plan for resolution. Strong negotiation and problem-solving skills to ensure all time and labor costs are aligned with the District’s best financial interests.
Incumbent develops and maintains comprehensive documentation for all projects. Provides and explains information to various managers throughout the District. Maintain excellent business relationships with various bureaus throughout the District such as Engineering, Budget and Procurement. Responds to feedback from more seasoned Cost Estimators on how to expand and enhance technical effectiveness.
Incumbent keeps abreast of new technologies and discipline specific trends. Proactively applies new trend information/knowledge to all work assignments and shares such information as appropriate throughout the Department and Resource Area.
Supports the Department’s emergency operations and provides significant input into the Departments disaster recovery plan. Duties also include inspecting damages; assisting in the development of SOWs for emergency repairs; developing cost estimates for emergency repairs/services; assisting in obtaining funding (i.e. federal, state, local or other); and, assisting in obtaining contractual support services to make emergency repairs.
Incumbent receives minimal supervision and guidance related largely to overall or key objectives, critical issues, new concepts and policy matters.
Employment Guidelines:
Construction Cost Estimator - Senior: Typically has related construction experience such as an inspector, construction manager, construction cost estimator. A degree is a not required but is a benefit. 6+ years’ experience that demonstrates measurable career and technical progression that can be applied to support both the District’s Annual Work Plan including the District’s initiatives and programs.
Construction Cost Estimator: Typically has related construction experience such as an inspector, construction manager, construction cost estimator. demonstrating increased job progression. A degree is a not required but is a benefit. 3+ years’ experience that demonstrates measurable career and technical progression that can be applied to support both the District’s Annual Work Plan including the District’s initiatives and programs.

Valid State of Florida Driver's License.
Physical Requirements/ Working Environment:
Due to the District's response role and in the total scope of emergency management, this position may at times, be required to provide support before, during and after major storm events and emergency situations, such as hurricanes or other declared emergencies, depending on assigned emergency response role.
Composition of office and field work (percentage dependent upon position requirements), with regular exposure to a hot and humid environment in remote and heavy vegetative areas.
