ESSENTIAL DUTIES: (Primary Duties and Responsibilities)
- Collaborate with Engineering and Operations in the development, implementation and monitoring of annual capital improvement plans that identify and prioritize capital projects. Assist in developing annual capital budgets, including evaluating alternatives, designs, cost estimating and project scheduling.
- Oversee construction activities to achieve budget and schedule compliance as critical activities to ensure that company financial, compliance and operational objectives are met including daily site visits.
- Coordinate construction phases of projects with personnel in multiple departments, outside contractors, and suppliers including internal ordering of materials. Ensure that operational needs are addressed.
- Assist Engineering with the preparation of permit applications, which will cover a wide range of land development, zoning, construction, and environmental approvals, at the local and State levels, and at times the Federal level. Meet with public officials and regulatory agency personnel to assist in obtaining project permits and authorizations.
- Meet with homeowners and follow through to promote and construct water main extensions and resolve customer concerns and complaints associated with construction activities.
- Manage all aspects of construction project procurement and project construction, including timely reviewing and approving contractor applications for payment. Oversee construction inspectors for multiple concurrent projects.
- Represent the Company at various state and local levels. Establish and maintain positive public relations with key customers, local officials, state regulators, other state agencies, elected officials and industry groups.
- Communicate routinely, and professionally in verbal and written form with internal and external stakeholders, including municipal representatives, customers, and project managers for select contractors and vendors.
- Assist in the development and the implementation of state/regional construction and engineering-related policies and maintain standard designs and materials specifications.
- Assist Engineering to provide information necessary for detailed design and may assist in preparing designs when required. Assist in reviewing designs for compliance with state, local, and Aqua requirements. May prepare cost estimates for construction.
- Closeout projects and update water system maps, records, and electronic data in a timely fashion, i.e., reconcile inventory, record drawings, asset completion and retirement reports, tap cards, hydrant cards, GIS, AIMS and Procure.
- Ensure a positive safety culture on Aqua project sites through compliance with required safety policies and programs. Working knowledge of excavation and work zone safety is required.
- Utilize Procore and SAP daily for project related tasks.
- May require occasional work after normal business hours for emergencies related to construction projects.
- Perform other tasks or duties as assigned.

QUALIFICATIONS (Required Experience, Education, Licenses, and Certifications)
- An Associate degree in Civil Engineering or Construction Management (or related field) is preferred, while the ability to obtain a degree within an agreed upon time frame will be considered.
- A minimum of (5) five years of construction experience is required, including construction cost estimating, preparing bidding and contract documents, monitoring construction progress and payments, negotiating change orders, construction inspection and monitoring safety practices, and contract closeout.
- PA Department of Environmental Protection Class E Distribution License or ability to achieve same within 12-months of job acceptance is required.
KNOWLEDGE, SKILLS AND ABILITIES: (Examples below)
- Proficiency with personal computers, particularly Microsoft Office products and databases, is required. Experience with AutoCAD, GIS and SAP is desired.
- Excellent written and verbal communications skills; communicate effectively (clearly, concisely and professionally) with internal customers.
- Strong customer service skills.
- Ability to work well under pressure.
- Ability to work on multiple projects simultaneously and adapt to changing priorities in a fast-paced environment.
- A team player able to work effectively in a team fostered multi-tasking environment.
WORKING CONDITIONS/PHYSICAL DEMANDS:
- Perform sedentary work- exerting up to 20 pounds of force occasionally, and/or a negligible amount of force frequently or constantly to lift, carry, push, pull, or otherwise move objects, including the human body. Sedentary work involves sitting most of the time.
- May be subject to extreme temperatures, noise, wet and/or humid conditions, mechanical, electrical, gas exposure hazards, fumes, dusts, mists, gases and/or poor ventilation atmospheric conditions.
- Working conditions includes travel to work sites of Essential Utilities and/or other constituents.
- Travel Requirements up to 50% during normal business hours, overnight typically not required.
