As a key member of the ConnectionPoint (CP) Solution Architecture team, the IT Solutions Architect, under the guidance technical leadership, plays an integral role in helping Maximus achieve our strategic objective of ConnectionPoint adoption and providing top class service to clients.
The IT Solutions Architect will work directly with business partners to design the overall technical solution for a project implementation. They will be engaged in the project from the initial phase of responding to the request for proposal (RFP) through the implementation phase.
An ideal candidate will be able to understand a project's functional business needs and translate those into a high-level end-to-end technology solution that aligns with the long-term CP product vision.
Essential Duties and Responsibilities:
- Responsible for the architectural integrity of the program and maintaining the enterprise vision of the solution from a technical and business perspective.
- Responsible for the business/technical solution and guiding what should be done within the program to ensure alignment with the enterprise strategy.
- Provide technical design, prototype development, and support to program management in the initiation, design, development, implementation, maintenance and management of service- based enterprise architecture.
- Lead enterprise architecture analysis, evaluation, design, integration, documentation, and development.
Program Specific Duties:
- Bridge the gap between business requirements and the implementation of technology solutions.
- Responsible for creating and documenting the overall technical vision for an end-to-end business solution that includes the CP application and internal and external integration partners.
- Documenting and sharing best practice knowledge for new solutions and advocating for process improvements.
- Reviewing and validating and providing feedback solutions designs from other team members.
- Architecting solutions that are dynamic and robust for long-term vision and which emphasize reusability and configuration and minimize customization.
Participate in RFP Responses:
- Work closely with the Business Solution Group (BSG) to understand the scope of the RFP.
- Actively participate in solutioning sessions hosted by the BSG as a subject matter expert for all business capabilities offered via CP.
- Work with other solution partners to define the high-level interface requirements.
- Identify any areas of ambiguity in the RFP and seek clarity by formulating questions for the State and other solution partners.
- Map RFP requirements to the CP solution.
- Identify gaps in capabilities and work with CP service delivery team to define cost effective solutions.
- Create high level solution context diagrams.
- Document high level business flows, use cases & user journeys.
- Manage the process of collecting high level Service delivery solution estimates.
- Define and validate high level assumptions.
- Define solutions in a manner that allows service delivery to validate cost estimates and timeline projections previously provided.
Support ConnectionPoint project implementations:
- Lead Sprint 0 activities:
- Meet with the project team during JAD sessions to identify the business needs.
- Work with the project team to understand the full scope of end-to-end business processes that will be supported with the CP implementation.
- Work with the project team to document "To-Be" end to end business process flows.
- Perform gap analysis on the business process needs and current CP functionality.
- Identify what can be configured and what must be customized for the project.
- Break out business process flows into demonstrable milestones.
- Document epics and features in JIRA for each business process and milestone.
- Work with the service delivery teams to create high level JIRA tickets (shell user stories) for each work item that needs to be completed to enable the milestone functionality.
- Hand off the feature and milestone roadmap to the Service Delivery team for execution.
- Support Service Delivery teams during sprint work:
- Actively assist in leading the technical solution to successful implementation by working with individual scrum teams to execute the vision.
- Answer any clarifying questions required.
- Review design of new custom components to ensure they meet the project's needs.
- Review integration work between CP and other external systems to ensure that the integration is being implemented according to the high-level design.
- Participate and provide guidance to the Service Delivery teams during PI planning sessions.
Support cutover activities:
- Assist the SDMs with developing the cutover runbook.
- Support the team with cutover activities and validations.
Minimum Requirements
- Bachelor's degree in related field.
- 7-10 years of relevant professional experience required.
- Equivalent combination of education and experience considered in lieu of degree.
Job Specific Requirements:
- Bachelor's degree with minimum of 7+ years of experience in IT Software development life cycle.
- Experience in project/enterprise level problem solving and critical thinking.
- Experience with systems and/or business analysis for multi-tenant, cloud based, SaaS applications.
- Familiar with APIs and event based microservices.
- Minimum three years of experience working in Agile methodology
- Minimum three years of experience with BPMN
- Minimum three years of experience in Health and Human services, especially in Eligibility and Enrollment services
- Proficient in performing gap analysis from RTM and providing high-level estimates.
- Experience working with clients or third-party vendors and presenting high level solutions as needed.
- Self-motivated organizing and planning time between various projects
- Knowledgeable in the processes of product migration, implementation, and enhancements.
- Strong communication, presentation, and documentation skills.
- Strong attention to detail and analysis skills.
- Experience developing end-to-end system solutions.
- Travel may be required once every 3 months.

Pay Transparency
Maximus compensation is based on various factors including but not limited to job location, a candidate's education, training, experience, expected quality and quantity of work, required travel (if any), external market and internal value analysis including seniority and merit systems, as well as internal pay alignment. Annual salary is just one component of Maximus's total compensation package. Other rewards may include short- and long-term incentives as well as program-specific awards. Additionally, Maximus provides a variety of benefits to employees, including health insurance coverage, life and disability insurance, a retirement savings plan, paid holidays and paid time off. Compensation ranges may differ based on contract value but will be commensurate with job duties and relevant work experience. An applicant's salary history will not be used in determining compensation. Maximus will comply with regulatory minimum wage rates and exempt salary thresholds in all instances.
