COMPUTER PROGRAMMER ANALYST- 8610 P - Wayne County Government

DESCRIPTION OF MAJOR JOB DUTIES

The Computer Programmer Analyst is responsible for assisting with technical system operations in the Clerk's Office. This position will be responsible for developing business processes, creating and updating technical project plans, analyzing programs in regards to requirements and program logic. The Computer Programmer Analyst will also handle software/hardware testing, designing detailed flow charts, writing and de-bugging programs and other duties as assigned.

ELIGIBLE PERSONS

This examination is open only to employees of the County of Wayne who, at the time of application have:

• Regular status; AND
• A High School Diploma and certified in CompTIA A+ or CompTIA Network+ or CompTIA Security; OR
• Currently enrolled in a recognized college or university with a major in Computer Science, Computer Information Systems, Security Information Systems, Business Administration or a Technical program relating to Network Administration and Network Security with experience working in the related field.

Note: If not currently enrolled in college, it is preferred that the applicant have experience in installing, maintaining and repairing hardware & software components of computers and maintaining IT equipment inventory.

TYPES OF ASSESSMENTS

An Oral Information Assessment (60%) will be administered covering knowledge of computer and/or technology programs, network systems and maintaining hardware & software protocols and procedures. Personal Qualifications Assessment will be rated at (35%). Experience and Training will be worth (5%).

Candidates must pass all tests in order to be placed on the eligibility list.

In the event that the number of eligible applicants is equal to or less than the number required for certification, the Department of Personnel/Human Resources may substitute for the above tests an evaluation of experience and training or such other tests as the Department may deem desirable to determine the competence of the applicants for promotion.

Applicants must comply with the provisions of their union contract regarding career demotions and career shifts. Applications from AFSCME employees who have regular status in this class (and are employed in this class) will not be accepted.

PURPOSE

To establish a Departmental and County Wide promotional eligible list from which to fill present and future vacancies. Certifications made for the purpose of filling positions which, at the time of certification, are filled by persons having provisional promotions will be governed by the provisions of Section 6 (e) of Rule 8 of the Rules of the Department of Personnel/Human Resources.

GENERAL INFORMATION

Applicants will be notified by mail of the time and place of the examination. Section 5 (b) of Rule 6 of the Rules of the Department of Personnel/Human Resources provides that persons denied permission to compete in an examination may make a written appeal to the Wayne County Civil Service Commission for a final decision within twenty (20) days following the mailing of such notification, stating the basis on which it is felt that their application should be accepted. The eligible list will remain in effect for two (2) years.

In accordance with the provisions of the collective bargaining agreement, appointees must satisfactorily complete a probationary period before the appointment will be considered permanent.

Appeal Process: Under the Rules of the Department of Personnel/Human Resources (Rule 6, Sections 12 and 13), requests to review examinations must be made in writing within twenty (20) days after the mailing of the notice of results. Appeals concerning the ratings must be made in writing within ten (10) days after the review. The appeal must state why the applicant believes the ratings are improper.
