About the Job
General Duties:
1. Journey-level, professional position providing prevailing wage and labor compliance services to clients related to affordable housing and community facilities construction.
2. Manage prevailing wage monitoring/compliance of projects in collaboration with team members, including Principal Consultant and Senior Project Manager.
3. Perform all duties and assignments in a professional, efficient, and confidential manner.
4. Develop and maintain an understanding of the fundamentals of affordable housing development, construction, and finance process.
5. Learn and stay current on federal, state, and local prevailing wage and labor standards compliance rule and regulations.
Specific Duties:
1. Perform labor standards and prevailing wage compliance activities for an assigned caseload of projects.
2. Review certified payroll (CPR) as provided by the general contractor and subcontractors for accuracy and compliance with public requirements.
3. Complete payroll examination of employee interviews comparing it to corresponding CPR's as part of prevailing wage monitoring.
4. Communicate with general contractor and subcontractors to resolve payroll errors, missing information, discrepancies and deficiencies, facilitating the resolution of any violations.
5. Prepare regular prevailing wage and labor compliance reports for project owners, general contractor, and public agencies.
6. Prepare and present preconstruction, construction-period, and post-construction compliance documentation for use by owners, contractors, and public agencies.
7. Regular, on-going communication with owners, contractors, subcontractors, and public agencies regarding compliance activities and reports.
8. Engage with workers regarding questions, concerns, or complaints regarding wage and labor compliance affecting them.
9. Prepare and/or evaluate specialized reports related to labor compliance activities, e.g., reports on use of local and minority businesses and workers.
10. May perform construction site visits and interview general contractor and workers on construction sites and prepare related site visit reports
Qualifications and Skill Requirements:
1. Excellent written and verbal communication skills.
2. Ability to use good judgment, set priorities, and adjust work to accommodate deadlines.
3. Working knowledge of PC computers. Working knowledge of Microsoft Word, Excel, Adobe Acrobat, and ability to learn other software applications.
4. Ability to communicate effectively and work without supervision.
5. A friendly, pleasant, and professional manner.
6. Ability to handle a variety of concurrent tasks efficiently with attention to detail.
