Position Summary:
The Compliance Counsel will focus on supporting Francis Energy’s governance, regulatory and government-funded program requirements. This role requires close coordination with internal stakeholders, including finance, construction, and operations teams, as well as external partners such as DOT representatives. The Compliance Counsel will ensure that all grant deliverables are tracked, met, and reported in accordance with federal, state, and local regulations. This position will also provide support to the Assistant General Counsel by assisting with overflow requests as needed.
Essential Duties and Responsibilities:
- Serve as a trusted advisor and active business partner by providing counsel and tactical advice on a broad range of multi-faceted, interdependent, and complex legal and regulatory compliance issues.
- Lead compliance activities for government-funded projects, particularly those involving DOT grants, ensuring adherence to all applicable regulations, including federal, state, and local laws.
- Collaborate with internal teams to interpret and apply requirements of funded projects, breaking down and managing deliverables.
- Develop and maintain compliance checklists and protocols for grant tracking and reporting, statutory requirements and relevant regulations.
- Work closely with internal departments, including operations, construction, and finance, to ensure compliance and proper documentation.
- Coordinate with external agencies, especially the DOT, to ensure deliverables are clear, deadlines are met, and requirements are understood.
- Act as the primary point of contact for government agencies regarding compliance audits and reviews.
- Monitor and update compliance-related policies, procedures, and documentation to reflect changes in regulations or grant terms.
- Identify potential compliance risks and recommend strategies to mitigate them.
- Ensure that all aspects of the grant lifecycle, from application to closeout, adhere to compliance guidelines.
- Champion a culture of compliance within the organization, emphasizing our values and adherence to regulatory standards.
- Design and deliver training programs that both inform team members on expectations and promote a culture of compliance.

Education and Experience:
- JD and at least 5 years of law practice experience
- Minimum of 3 years of experience in compliance or grants management. Specific experience managing government-funded projects is a plus.
- Strong understanding of federal and state grant compliance, including DOT regulations and reporting requirements is a plus.
- Proven ability to project manage cross-functional teams and coordinate with external agencies.
- Effective communication skills and demonstrated ability to collaborate across teams.
