Position Description
This position plays a vital role in developing and implementing the City's priority area defined as: Community Wellness, which includes the overall physical, mental, social and emotional, and economic health of the Tacoma community. The Community Wellness Program Manager (Program Manager) will have direct accountability for ensuring the system and City-funded services align with Council priorities, City procurement practices, and the Tacoma Municipal Code. The Program Manager will develop and implement actions to operationalize policy directives and may develop and recommend changes to the Tacoma Municipal Code.
The Program Manager may represent the City's interests on external work groups and committees and offer City support for efforts that align with Council priorities, while keeping the Neighborhood and Community Services (NCS) Systems and Strategy Division Manager (Division Manager) and Director informed of all actions and recommendations. The Program Manager will advocate the City's position and priorities in all settings, develop, and present recommendations to the Division Manager and department Director. The Program Manager is responsible for serving as the subject matter expert and oversee programs assigned to the Community Wellness team. As a supervisor, they will provide support and work delegation to direct reports and apprise the Division Manager of work unit needs and personnel performance. The Program Manager will determine the best and highest uses of City resources and recommend courses of action to the Division Manager and develop and recommend actions for executive leadership and policy makers. Additionally, they will prepare and present complex concepts and technical information to a variety of internal and external stakeholders, which may include executives and policy makers from local, state, and federal jurisdictions.
The Program Manager is responsible for developing and overseeing the Community Wellness program budget, and overseeing all contracts delivering services assigned to Community Wellness (including, but not limited to: senior wellness, domestic violence, youth development, community violence, health and health care, food insecurity, graffiti, blight, mental health and substance use disorders, and commercial sexual exploitation of children). Budgetary oversight may include revenue and expenses from the City General Fund, Tacoma's 1/10th of 1% Mental Health and Substance Use Disorder Sales Tax, Department of Justice grant funding, and other special revenue that the City receives for community wellness services.
This work includes:
+ Developing and managing associated service provider networks and internal/external relationships.
+ Working inter/intra departmentally to carry out priorities set by the City Council, City Manager, Department Director, and/or Division Manager.
+ Managing assigned budget, leading or supporting the establishment of new/prospective funding sources, and overseeing grant writing initiatives.
+ Facilitating and/or supporting the design and implementation of Request for Proposals (RFP).
+ Acting as liaison to various boards, committees, commissions, and/or taskforces as assigned.
+ Working in collaboration with peers to staff the Human Services Commission meetings.
+ Representing the City and related interests on behalf of the Division Manager, Department Director, or City Manager as requested.
+ Coordinating and facilitating internal and external programmatic goals, working with community organizations to align related programs to produce optimal community outcomes, performing systems analysis, and outlining desired consumer, staff, or financial outcomes.
+ Researching, analyzing, and making recommendations regarding multi-dimensional and/or complex issues having a broad scope and significant impact on outside agencies, institutions, organizations, and the public.
+ Producing or overseeing the production of complex reports for use by diverse groups such as the highest level of management boards, commissions, elected officials, and/or other government entities.
+ Being in alignment with the City of Tacoma's vision of creating an anti-racist organization and dismantling institutional and structural racism.

Qualifications
Minimum Education / Experience *
Bachelor's degree from an accredited four-year college or university in business or public administration, or in the social/human service field AND five years of professional program work in human or social services administration.
*Equivalency: 1 year of experience = 1 year of education
Desirable Qualifications
Five years of increasingly responsible experience in analyzing complex problems and recommending solutions regarding the programs, procedures, policies, budgeting, or staffing of a complex organization.
License or Other Requirements
Valid Washington State Driver's License at time of appointment with maintenance thereafter.
Knowledge & Skills
Demonstrated experience and commitment to equity and anti-racist leadership, including clear vision leading teams and programs.
+ Strong organizational skills with the ability to manage multiple projects and deadlines, move with ease between the details of program implementation and strategy development, and prioritize and re-prioritize work to quickly adapt to needs.
+ Advanced experience as a manager working in the field of community wellness including knowledge of funding sources, current approaches, and best practices to support the social determinants of health.
+ Familiarity with the regulation and management of senior wellness, domestic violence, youth development, community violence, health and health care, food insecurity, graffiti, blight, mental health and substance use disorders, and commercial sexual exploitation of children.
+ Minimum of three years of recent supervisory experience (desired), including management of a team simultaneously working on multiple facets of a program.
+ Team matrix management experience is preferred.
+ Demonstrated track record of strong facilitation and negotiation skills, and ability to develop partnerships to build consensus and develop actions to address issues or challenges.
+ Demonstrated ability to manage complex political environments.
+ Experience presenting to elected officials or boards preferred.
+ Excellent oral and written communication skills, including the ability to communicate effectively and work with people from various cultural backgrounds.
