The City of Kettering, Ohio is seeking a reliable, responsible and professional individual to fill the part-time (approximately 28 hours per week), contractual position of Community Development Program Assistant. Responsible for assisting the CDBG Manager and the Community Development Program Coordinator in the general administration of federal, state and local funded housing initiatives. This position implements and monitors housing initiatives in compliance with federal, state and local regulations for the long-term betterment of Kettering residents, neighborhoods and businesses. This position requires technical knowledge, skills in research, case management, and housing finance. This employee must exercise initiative, and sound judgment in carrying out assigned duties and developing recommendations in cooperation with the CDBG Program Coordinator and Manager. Works under the general supervision of the CDBG Manager and/or the Community Development Program Coordinator.
QUALIFICATIONS: The ideal candidate will have Knowledge of housing finance, statistics, project planning, budgeting, mortgage preparation and administration of various housing programs; knowledge of Community Development Block Grant Program, HOME program and other federal and state assisted programs, related City codes, municipal and real estate finances and accounting procedures. Knowledge of community planning and economic development principles and practices; knowledge of state and federal environmental and historic review criteria; knowledge of Davis Bacon Act requirements; general knowledge of building and zoning codes; must be a creative problem-solver and people-oriented; ability to communicate effectively, both orally and in writing; ability to handle multiple and diverse work assignments; ability to work independently and in a team approach/setting to accomplish goals. Excellent administrative, organizational, customer service and communication skills; a high level of proficiency in office computer applications and word processing; and the ability to deal effectively with all levels of staff, volunteers and the general public. Bachelor’s degree desired.
COMPENSATION: Pay range is $25.00 to $30.00 per hour with entry rate depending on related skills, education and experience; excellent benefits.
