The County of Riverside seeks candidates to fill positions throughout Riverside County. A list of eligible candidates will be established to fill current and future vacancies.
The County of Riverside's Code Enforcement Department has an opportunity for a Code Enforcement Technician on the Special Enforcement team located in Riverside.
The incumbent will be assigned to handle investigations involving inoperative, wrecked, dismantled, or abandoned vehicles within an assigned area. This position will respond to public and private property to identify and assess vehicles potentially in violation of County ordinance(s); to document conditions in violation; to educate the public as to ordinance requirements and compliance measures; and to take administrative or civil enforcement action to ensure compliance is achieved. Additionally, the selected candidate will respond to and handle parking violation complaints; post-case-related notices; provide field support to Code Enforcement officers collecting evidence of violations on private and public property; provide clerical and office support to an office and/or assigned team.
The department seeks applicants with strong customer service experience and experience providing clerical support in a department performing land use, zoning, building, public safety, or related investigative or abatement activities. Competitive candidates will possess experience in inspections, investigations, public contact, and vehicle identification. Candidates who are bilingual in Spanish and those who have a current P.O.S.T. PC 832 certification are highly desired.
The Code Enforcement Technician is an entry-level classification and reports to a Supervising Code Enforcement Officer. This classification is characterized by the primary responsibility for the routine investigative community development preservation support work, which does not involve frequent interaction with members of the public in the performance of field inspections. Incumbents provide support and receive direction from Code Enforcement Officers and unlike Code Enforcement Officers, the incumbents do not issue citations or perform complex investigations.
Possible Schedules: 4/10, 9/80, 5/40 (M-F) and weekend or evening availability is required.
Meet the Team!
The County of Riverside Transportation & Land Management Agency (TLMA) is the umbrella agency for seven county departments. They are the Planning Department, Building & Safety Department, Transportation Department, Code Enforcement Department , Environmental Programs Department, Aviation Department, and the Administrative Services Department.
EXAMPLES OF ESSENTIAL DUTIES
• Perform drive-by investigations to observe storage of wrecked, dismantled, and inoperable vehicles.
• Carry out routine initial and follow-up inspections related to the accumulation of rubbish in residential neighborhoods, illegally occupied andunpermittedmobile homes and recreational vehicles, and illegally parked vehicles in spaces designated for disabled persons.
• Contact property and business owners on behalf of Code Enforcement Officers to schedule and conduct on-site inspections; receive complaints from and provide information to residents, business representatives, and other parties of ordinance requirements and refer contacting party to the appropriate staff.
• Document code and ordinance non-compliance by taking preliminary photographs and measurements, and recording pertinent facts; identify issues of non-compliance and, when necessary, refer matters for further investigation to bring to applicable code and ordinance standards.
• Maintain records of inspections and compliance efforts in support of Code Enforcement Officers.
MINIMUM QUALIFICATIONS
Education: Graduation from high school or attainment of a satisfactory score on a G.E.D. test.
Experience:One year of providing clerical support in a department performing land use, zoning, building, public safety, or related investigative or abatement activities.
Knowledge of: Basic understanding of state laws and municipal and County codes and ordinances governing land use and zoning; techniques of fact finding related to code and ordinance compliance.
Ability to: Understand, interpret, and apply basic laws, ordinances, rules, legal descriptions, maps, legal documents, and regulations in specific situations; follow oral and written instructions; obtain information and evidence; establish and maintain effective working relationships; communicate basic code information effectively in both verbal and written form; prepare clear, concise, and accurate documents; operate standard office equipment and computer systems to retrieve and enter data.
Physical and Environmental Requirements:
• Will work some weekends, evenings, and holidays.
• The Code Enforcement Technician may manipulate electronic devices (cell phones, digital cameras) that weight up to 20 pounds.
• This is a field position. Physical exposures may include, but not be limited to, weather, including temperature extremes (heat or cold), noxious odors or smells, dust, pollens, various animals, and various terrains.
Other Requirements
• Possession of a valid Class "C" Driver's License is required at the time of application.

MISCELLANEOUS RETIREMENT: County of Riverside has three retirement Tiers through the California Public Employees' Retirement System (CalPERS).
- Tier I (Classic Member - Formula 3% @ 60): Applicable to current and former County of Riverside local miscellaneous employees hired prior to 08/24/2012 and did not withdraw CalPERS contributions. The employee contribution is eight (8%) percent.
- Tier II (Classic Member - Formula 2% @ 60): Applicable to local miscellaneous employees 1) hired after 08/23/2012 through 12/31/2012; 2) Previously employed with another CalPERS contracting public agency or a reciprocal retirement system, with a break in service of less than six months between the separation date with the previous employer and the appointment date with the County of Riverside. The employee contribution is seven (7%) percent.
- Tier III (PEPRA New Member - Formula 2% @ 62): Applicable to CalPERS local miscellaneous new members hired on or after the implementation of the Public Employees' Pension Reform Act of 2013 (PEPRA) which took effect January 1, 2013. Effective July 1, 2023 employee contributions are 7.25% and will increase to 7.75% effective July 1, 2024.
A new member is defined as any of the following:
CalPERS refers to all members that do not fit within the definition of a new member as "classic members".
Contribution rates are subject to change based on the County of Riverside annual actuarial valuation.

DEFERRED COMPENSATION: Voluntary employee contribution with a choice between two 457 deferred compensation plan options.
VACATION ACCRUAL (Bi-Weekly Accrual):
0< 3 year = 80 Hours (10 Days)
4< 9 years = 120 Hours (15 Days)
10 or more years = 160 Hours (20 Days)
Maximum Vacation leave accumulation is 480 hours.
SICK LEAVE: Four (4) hours Sick Leave accrual per pay period with unlimited accrual.
HOLIDAYS: Normally 12 paid holidays per year
BEREAVEMENT LEAVE: Allowed 5 days (3 days are County paid; 2 additional days can be taken from accrued Sick Leave balance)
BASIC LIFE INSURANCE: Equal to one times annual base salary not to exceed $50,000 of term life coverage. Premiums are paid by the County. Additional Supplemental Life plan is available for employee purchase.
DISABILITY: Short-term Disability benefit pays up to a maximum of $461.54 weekly, payable up to a maximum of 52 weeks.
POST RETIREMENT MEDICAL CONTRIBUTION: A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the applicable Memorandum of Understanding.
