As the Clinical Services Manager, your responsibilities will include, but are not limited to:
Program Oversight and Management:
- Oversee specific Youth Services Teams within BHRS, including Canyon Oaks Youth Center (COYC), the Short-Term Residential Therapeutic Program (STRTP), and Youth Case Management (YCM), particularly for youth admitted to Psychiatric Emergency Services (PES).
- Support COYC/YCM on-call supervisors in handling escalated facility or client crises (e.g., youth runaways) which may require after hours support.
- Ensure COYC Program and leadership compliance with STRTP Licensing Standards and CARF Accreditation.
- Provide supervision for Unit Supervisors.
- Lead the expansion of Youth Crisis Continuum of Care Services.
- Oversee contracted services, including Intensive Outpatient Programs, Partial Hospitalization Programs, and Crisis Residential Services.
- Work with the Deputy Director and other departments to pursue State-funded opportunities, such as developing a Youth Crisis Healing Campus.
- Support the Call Center for youth placed in out-of-county STRTPs.
- Collaborate with Child and Family Services, Juvenile Probation, County Office of Education, and out-of-county STRTPs to support youth needs.
- Partner with the BHRS Crisis Manager for service coordination.
- Implement quality improvement strategies to support program and BHRS system development.
- Work closely with the Quality Management Department, Contracts Department, Fiscal Department, and other departments as needed.
- Track and collect data to measure program performance outcomes.
- Perform program evaluations, contract liaison work, and interagency collaborations.
- Represent BHRS in community stakeholder or partner meetings and forums as needed.
- Maintain effective relationships with public and private organizations, including County departments, advocacy groups, and client organizations.
- Participate as part of the BHRS Management Team, consulting with other managers to address program issues, develop strategies for community mental health needs, and implement solutions.
- Be experienced in providing leadership and participating in planning and implementing organizational change and performance improvement that is supported by best, promising and community supported practices
- Have a knowledge of system of care issues as they relate to children, adolescents, and young adult services, specifically the youth crisis continuum of care that address crisis stabilization and transitional support, knowledge of National guidelines for Child and Youth Behavioral Health Crisis Care
- Possess project management experience, including implementing policies and processes, gathering stakeholder feedback, systems partnering, and driving cultural change initiatives
- Be adept at developing relationships with community members and community service providers to reach shared goals and foster engagement
- Have a dedication to creating and supporting culturally responsive services provided by a culturally diverse workforce
- Be experienced in developing and managing comprehensive, multi-disciplinary, multicultural mental health programs that have countywide impact
- Possess a strong knowledge of wellness and recovery practices for integration of mental health services, substance use treatment and primary care
- Possess knowledge of youth residential treatment, crisis response and management in an outpatient/hospital setting, and/or hospital diversion programs.
- Have experience developing and implementing program goals, objectives, policies and priorities; conducting or participating in the preparation of requests for proposals and contract negotiation with outside vendors, consultants or organizations; and administering and monitoring the program budget and performance outcomes
- Possess strong oral and written communication skills, analytical capability and data analysis skills
- Be experience in preparing, administering and monitoring the program budget
