About the Job
Riverside University Health System is recruiting for a Clinical Laboratory Scientist Quality Control (CLS QC) to lead Point-of-Care (POC) testing within RUHS.
The incumbent will act as the RUHS Point-of-Care Coordinator and will provide support to the medical center and the 14 Community Health Centers located throughout Riverside County. The CLS Point-of-Care Coordinator provides technical resources and daily direction to physicians, nurses, medical assistants, respiratory therapists, and other healthcare professionals who perform Point-of-Care testing from CLIA-Moderately Complex Devices, CLIA-Waived devices, and PPMP. The Point-of-Care Coordinator is responsible for policies, procedures, and regulatory requirements concerning Point-of-Care testing. The Point-of-Care Coordinator assures quality testing and accurate test performance through operator training, competency assessment, equipment monitoring, equipment maintenance and troubleshooting, quality control review, and proficiency testing. Incumbents operate under general supervision.

EXAMPLES OF ESSENTIAL DUTIES
• Act as Quality Assurance liaison between laboratory and the following RUHS-MC services: Nursing, Respiratory, Pharmacy, Biomedical, Materials Management, Information Services, Behavioral Health, Education, and Administration in the planning, development, implementation, and coordination of quality assessment and assurance as it relates to laboratory and POCT for medical center and clinic patients.
• Monitor quality of Provider Performed Microscopy (PPM) activities in RUHS-MC clinics.
• Plan, prepare, and conduct quarterly competency testing for all RUHS-MC POCT operators per regulatory agency requirements (i.e., the Joint Commission, state, and federal)
• Use computer software to perform statistical analysis and trouble-shooting of RUHS-MC Laboratory and medical center data related to quality control.
• Organize periodic meetings with appointed RUHS-MC representatives from the Quality Assurance Department to discuss issues related to laboratory and POCT quality assurance.
• Coordinate and conduct the review of new instrumentation to study the latest technology available for providing bedside patient care.
• Review, compile, and investigate quality assurance information gathered from relevant sources for presentation to RUHS-MC management for identification of problem areas.
• Maintain monthly review of instrument performance in both the RUHS-MC Clinical Laboratory and Medical Center POCT analyzers.
• Perform hospital-wide monthly inspections of all quality control logs and documentation related to POCT.
• Conduct periodic training sessions in coordination with nursing staff to ensure proper training of staff performing POCT.
• Evaluate, supervise, and train RUHS-MC laboratory staff in the proper collection and analysis of quality control data.
• Develop and modify procedures and documentation forms as needed.
• Provide educational and technical assistance to nursing and lab staff as required.
• Prepare newsletter to facilitate communication of POCT issues to RUHS-MC staff.
• Act as Chairperson of RUHS-MC Point-of-Care committee.
MINIMUM QUALIFICATIONS
Education: Graduation from an accredited college or university with a Bachelor's degree in medical technology, biological, or physical science, or a closely related field to the assignment.
Experience: Six years of experience equivalent to a County of Riverside Clinical Laboratory Scientist II classification involving the performance of a wide range of clinical laboratory testing using standardized procedures to determine the incidence of disease or abnormal conditions. One year of experience performing duties related to bedside POCT in an acute care hospital setting is preferred.
Knowledge of: Principles, techniques, equipment, and terminology necessary for the performance of all assigned duties to include: federal, state, and local regulatory requirements (e.g., the Joint Commission, CLIA, CAP, etc.); Quality Control and Quality Assurance; methods of transmission and control of communicable diseases; proper laboratory safety and infection control procedures; current standard operating techniques for POCT, equipment and monitoring; principles of statistical analysis; maintenance of technical records and preparation of reports.
Ability to: Establish and maintain effective working relationships with RUHS-MC staff; use computer programs (i.e., Windows, Excel, Word, clinical laboratory QC tools, and other spreadsheets).
License/Certificate: Possession of a valid Clinical Laboratory Scientist License issued by the State of California Department of Health Services.

Pre-Employment

MISCELLANEOUS RETIREMENT: County of Riverside has three retirement Tiers through the California Public Employees' Retirement System (CalPERS).
- Tier I (Classic Member - Formula 3% @ 60): Applicable to current and former County of Riverside local miscellaneous employees hired prior to 08/24/2012 and did not withdraw CalPERS contributions. The employee contribution is eight (8%) percent.
- Tier II (Classic Member - Formula 2% @ 60): Applicable to local miscellaneous employees 1) hired after 08/23/2012 through 12/31/2012; 2) Previously employed with another CalPERS contracting public agency or a reciprocal retirement system, with a break in service of less than six months between the separation date with the previous employer and the appointment date with the County of Riverside. The employee contribution is seven (7%) percent.
- Tier III (PEPRA New Member - Formula 2% @ 62): Applicable to CalPERS local miscellaneous new members hired on or after the implementation of the Public Employees' Pension Reform Act of 2013 (PEPRA) which took effect January 1, 2013. As of July 1, 2020, the employee contribution is 7.25% and subject to change annually.
A new member is defined as any of the following:
CalPERS refers to all members that do not fit within the definition of a new member as "classic members".
Contribution rates are subject to change based on the County of Riverside annual actuarial valuation.

DEFERRED COMPENSATION: Voluntary employee contribution with a choice between two 457 deferred compensation plan options.
VACATION ACCRUAL (Bi-Weekly Accrual):
0< 3 year = 80 Hours (10 Days)
4< 9 years = 120 Hours (15 Days)
10 or more years = 160 Hours (20 Days)
Maximum Vacation leave accumulation is 480 hours.
SICK LEAVE: Four (4) hours Sick Leave accrual per pay period with unlimited accrual.
HOLIDAYS: Normally 12 paid holidays per year.
BEREAVEMENT LEAVE: Allowed 5 days (3 days are County paid; 2 additional days can be taken from accrued Sick Leave balance).
BASIC LIFE INSURANCE: Equal to one times annual base salary not to exceed $50,000 of term life coverage. Premiums are paid by the County. Additional Supplemental Life plan is available for employee purchase.
DISABILITY: Short-term Disability benefit pays up to a maximum of $461.54 weekly, payable up to a maximum of 52 weeks.
POST RETIREMENT MEDICAL CONTRIBUTION: A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the applicable SEIU Memorandum of Understanding.
