Riverside University Health System-Medical Center has an exciting opportunity for a Clinical Informatics Officer with the Information Services department. The work schedule for this position is a 9/80 with every other Friday off.
This position requires licensure as a Registered Nurse.

EXAMPLES OF ESSENTIAL DUTIES
• Provide vision and oversight for complex enterprise projects; establish strategic and short-term plans for information technology systems in support of clinical operations.
• Direct RUHS-MC's clinical information systems operations; direct and coordinate all HIS operations and activities in support of interdisciplinary clinical practice, clinical decision-making, quality assessment, and patient safety initiatives.
• Translate clinician requirements, in partnership with leadership and staff, into specifications for clinical information systems to redesign the workflow in clinical areas.
• Coordinate, on behalf of clinical operations, the design, acquisition, and implementation of clinical/healthcare informatics, including software validation, clinical content development, user acceptance testing, business process re-engineering, training, and go-live implementation support.
• Organize teams/workgroups to support the effective implementation of the EMR systems to achieve maximum benefits.
• Identify applicable information systems that support nursing practices and other clinical disciplines; coordinate research, selection and planned implementation process for nursing and clinical applications.
• Facilitate effective communication with user groups; assist with go-live readiness to ensure smooth implementation of new functional elements, applications and major releases of the EMR; interface with Nursing Administration, Director(s) of Nursing Services, Nurse Coordinators, Information Services management, Physicians, Health Information Management Director, and other clinicians related to the development, implementation and review of the RUHS-MC's clinical information systems and procedures.
• Prepare, negotiate and present budgets and other funding proposals related to the implementation of the HIS; monitor expenditures and operate within budget allocation.
• Negotiate, prepare, review, and enforce contracts and service level agreements.
• Monitor and evaluate the effectiveness of the health information/clinical information systems.
• Develop and/or review applicable policies and procedures.
• Identify risks, potential impacts, and mitigation strategies; obtain approval for implementing corrective plans.
• Support and coordinate software applications supporting clinical operations including, but not limited to, scheduling and acuity systems; provide technical training and support to end-users.
• May direct various personnel activities including, but not limited to, personnel selection, promotions, performance appraisal, and professional growth.
MINIMUM QUALIFICATIONS
Education:Graduation from an accredited college or university with a Bachelor's degree in nursing, healthcare informatics, or another healthcare related field to the assignment. A relevant Master's degree from an accredited college or university is strongly preferred.
Experience: Five years of clinical nursing experience in an acute care setting, preferably intensive care, with at least three years of progressively responsible information systems administration that includes leadership of a team implementing a major information system.
Knowledge of: Principles and practices of nursing informatics, clinical management processes and procedures, clinical documentation, and electronic medical records; clinical and nursing support applications (e.g., EMRs, and EPIC electronic medical records); general computer networks and software interface; standards and compliance issues related to patient care and safety required by the Joint Commission, Department of Health, Centers for Medicare and Medicaid Services, State Department of Health Services, and California Board of Nursing.
Ability to: Supervise, including matrix based project management; manage multifaceted and technically sophisticated clinical information projects; develop strategic plans for successful operations; lead complex clinical information systems implementations and teach others to use the systems; work with a variety of vendors and applications is highly desired.
Other Requirements
License/Certificate: Possession of a valid and current license to practice as a Registered Nurse in the State of California.
Possession of a valid and current certification in Nursing Informatics issued by the American Nurse Credentialing Center is preferred. (Certification in Nursing Informatics must be obtained within the probationary period.)

Pre-Employment

MISCELLANEOUS RETIREMENT: County of Riverside has three retirement Tiers through the California Public Employees' Retirement System (CalPERS).
- Tier I (Classic Member - Formula 3% @ 60): Applicable to current and former County of Riverside local miscellaneous employees hired prior to 08/24/2012 and did not withdraw CalPERS contributions. The employee contribution is eight (8%) percent.
- Tier II (Classic Member - Formula 2% @ 60): Applicable to local miscellaneous employees 1) hired after 08/23/2012 through 12/31/2012; 2) Previously employed with another CalPERS contracting public agency or a reciprocal retirement system, with a break in service of less than six months between the separation date with the previous employer and the appointment date with the County of Riverside. The employee contribution is seven (7%) percent.
- Tier III (PEPRA New Member - Formula 2% @ 62): Applicable to CalPERS local miscellaneous new members hired on or after the implementation of the Public Employees' Pension Reform Act of 2013 (PEPRA) which took effect January 1, 2013.As of July 1, 2020, the employee contribution is 7.25% and subject to change annually.
A new member is defined as any of the following:
CalPERS refers to all members that do not fit within the definition of a new member as "classic members".
Contribution rates are subject to change based on the County of Riverside annual actuarial valuation.

DEFERRED COMPENSATION: Voluntary employee contribution with a choice between two 457 deferred compensation plan options.
401(a) MONEY PURCHASE PLAN: County contribution of $50 per pay period towards choice between two 401(a) plan providers.
ANNUAL LEAVE (Bi-Weekly Accrual):
0 < 36 months = 8.92 Hours
36 to <108>108 or more months = 12.00 Hours
Maximum Annual Leave accumulation is 1,800 hours. Employee may receive pay in lieu of up to 80 hours per calendar year. Agency/Department Head may approve an additional 80 hours.
-Annual Leave for Unrepresented Management Attorneys:
Maximum Annual Leave accumulation is 2,000 hours. Refer to Article 22 of the Management Resolution for a list of job classifications included.
HOLIDAYS: Normally 12 paid holidays per year.
BEREAVEMENT LEAVE: 5 days (3 days are County paid; 2 days can be taken through use of accrued leave balances).
BASIC LIFE INSURANCE: $50,000 of term life coverage. Premiums are paid by the County. Additional Supplemental Life plan is available for employee purchase.
LONG-TERM DISABILITY (LTD): Benefit pays 66.67% of earnings to a maximum of $10,000 per month; 30-day waiting period; pays to age 65. Benefit can be coordinated with other available leave balances to provide up to 100% of pay.
POST RETIREMENT MEDICAL CONTRIBUTION: A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the Management Resolution or applicable bargaining unit.
