The Riverside University Health System is currently recruiting for the position of Clinical Director of Nursing Services I for the Nurse Staffing Administration. The Clinical Director of Nursing Services I will provide m anagement to the Staffing Office, Float pool, Nursing House Supervisors, Dialysis coordination and the Throughput Team.
Responsibilities include, But are not limited to:
Dialysis:
- Operational oversight of the Dialysis Multi-Treatment Room
- DAVITA contract management
- Joint Dialysis Oversight Committee to include quality metrics oversight of contractor performance.
- Fiscal review of charges submitted by DAVITA
- Operational oversight of the Patient Flow Center.
- Chair of Throughput Value Stream Steering Committee.
- Continuous improvement initiatives and performance metric review for patient flow.
- Direct report management of the Throughput team
- Creation and standard review of policies and procedures involving management of hospital capacity.
- Oversight to internal operations within the Command center
- Works to ensure house supervisors and throughput team have necessary tools, education, training to ensure bed placement and staffing is done timely and effectively.
Other responsibilities to include but not limited to:
- Oversight and coordination of external transfers.
- Acts as the Hospital's administrative representative to hospital personnel, patients and families, and outside agencies.
- Ensures decision making and communication in times of disaster or emergency.
- Ensures ongoing bed management and process flow improvements are made and reviewed.
- Operational oversight of the Video Monitor Technician Room
- AVASURE contract management
- Develop and standardize quality metrics involving patient falls and sitter usage
- Falls committee participation chair
The Clinical Director I is a leadership position with 24 hour clinical and management responsibility. The Director serves as liaison to the Executive Director, clinical staff, patients and their families, and the community. The Director will collaborate with physician leaders and other clinical and administrative leaders to assure that quality, service and operational objectives are met. The Director ensures and carries out the organization's purpose in a manner consistent with the mission and vision, objectives, and established policies. This role includes primary responsibility for patient care services, nursing practice/standards, contract management, operations, and budgetary accountability for respective service lines. The Director will participate in strategic planning to develop objectives and goals to improve efficiency and ensure quality delivery of healthcare services.
The Clinical Director of Nursing Services I is distinguished from the Clinical Director of Nursing Services II, in that the incumbents in this class manage a department that due to its budget, size, complexity, and/or level of staff and the nature of the duties performed, is considered small.
This class has been designated At-Will by the Board of Supervisors, in accordance with the provisions provided under Article 6, Section 601E (8) of the County Management Resolution and serves at the pleasure of the RUHS-MC Chief Executive Officer .
This class has been deemed eligible for the Performance Recognition Plan as set forth under Article 3, Section 311 of the County Management Resolution. Program eligibility requires employees to be in a leadership position, manage other employees or programs, and have significant influence on the achievement of organizational objectives.
Required Licenses and Certifications
- Current and valid license to practice as a Registered Nurse in the State of California.
- Basic Life Support, (BLS), certification issued by the American Heart Association.
Work Schedule: To be determined by department.
EXAMPLES OF ESSENTIAL DUTIES
- Under general direction, directs the planning, organization, and coordination of the administrative, clinical, integrated care and other nursing services; performs other related duties as required.
- Determine the appropriate organizational structure, staffing patterns, and nursing methods and operations necessary to deliver quality and safe patient care.
- Collaborate with the Executive Director, RUHS or Chief Clinical Integration Officer implementing and revising departmental goals, policies and procedures, department-specific performance improvement, QA/QI, integrated care, utilization review and/or patient safety and reliability programs.
- Collaborate with physicians, nursing, and interdisciplinary teams on applying best nursing practices and standards to achieve positive patient outcomes and cost-effective strategies.
- Interpret and communicate nursing, departmental, and organizational philosophy and objective, and departmental policies and procedures; conduct regular meetings with staff to discuss policies and procedures; advise and guide supervisors in administrative and personnel matters in interpreting and enforcing County and hospital policies, rules, regulations, and procedures; participate in formulating and enforcing department rules, regulations, and policies.
- Coordinate the implementation of nursing educational programs; ensure survey-readiness and compliance with standards of Joint Commission, federal and state regulatory agencies, as well as with organization-wide benchmark criteria; evaluate and initiate corrective action regarding operational compliance with licensure, accreditation, and regulatory standards.
- Act as a resource to medical and administrative staff, other county departments, the community and external regulatory agencies on issues related to RUHS-MC nursing and/ or integrated care services.
- Administer general personnel management matters and actions; resolve problems involving grievances and discipline; work with the Executive Director, RUHS or Chief Clinical Integration Officer in evaluating overall staffing and operational needs within assigned unit.
- Supervise, recruit, select, assign, orient, and evaluate performance of staff; assess staff competency, especially in performing clinical procedures; assess developmental needs of staff and provide training opportunities; verify validity of staff licensure; ensure staff compliance with body substance precautions and other infection control guidelines; counsel staff on performance expectations and discrepancies.
- Participate in strategic planning for the organization and nursing services; align departmental goals and objectives with the mission, vision, and values of the organization.
- Evaluate the quality of nursing or integrated care operations; keep informed of the condition of patients' and of unusual treatments, medications, or occurrences; make nursing evaluation rounds; receive reports of patients' admissions, discharges, and transfers; ensure enhanced discharge planning and integrated care management; analyze and report significant utilization trends, patterns and impacts to departments and medical staff committees.
- May actively participate in local and national organizations to represent the Department.
- Maintain daily work assignments and attendance records.
- Direct the preparation of budgets for assigned areas; integrate with organizational budgets and is accountable for budget and personnel resource requests.
- Maintain records and present oral and written reports.
- Investigate complaints regarding patient care and staff.
MINIMUM QUALIFICATIONS
- Education:Graduation from an accredited college or university with a bachelor's degree, preferably with a major in nursing, nursing administration, or a closely related field to the assignment. (Additional qualifying experience may substitute for up to two years of the required education on the basis of one year of full-time experience equaling 30 semester or 45 quarter units of the required education.)
- Experience:Four years as a registered nurse at an accredited acute care hospital, which must have included three years of nurse supervisory experience. (A Master's degree from an accredited college or university in nursing or nursing administration may substitute for one year of the required non- supervisory experience.)
- Knowledge of: The principles of nursing administration and organization, business, and personnel administration; modern principles, methods and procedures of nursing; principles and techniques of effective supervision and staff utilization; Joint Commission and federal and state regulations related to emergency department nursing services in an acute care hospital; quality, patient safety and performance improvement programs, peer review, and legal aspects of care; uses and effects of medicines and narcotics; principles and techniques of effective supervision, management, and administration.
- Ability to:Clearly and effectively communicate verbally and in writing with staff and the public; plan, organize, direct, coordinate, and review the activities of operating room/ perioperative nursing services; supervise, instruct, motivate, monitor, train, and evaluate professional and nonprofessional employees; plan for future needs of nursing services in terms of personnel, equipment, and supplies; recommend improvements in nursing operations consistent with current nursing trends; establish and maintain systems of records and reports; establish and maintain cooperative relationships with staff and the public.
OTHER REQUIREMENTS:
- License/Certificate: Possession of a current license to practice as a Registered Nurse in the State of California. (Persons eligible for certification as a Registered Nurse in the State of California may be employed pending receipt of license.)
- National Case Management certification is preferred for assignment with Integrated Care Management Services.
- Possession of a valid California Driver's License may be required.

MISCELLANEOUS RETIREMENT: County of Riverside has three retirement Tiers through the California Public Employees' Retirement System (CalPERS).
- Tier I (Classic Member - Formula 3% @ 60): Applicable to current and former County of Riverside local miscellaneous employees hired prior to 08/24/2012 and did not withdraw CalPERS contributions. The employee contribution is eight (8%) percent.
- Tier II (Classic Member - Formula 2% @ 60): Applicable to local miscellaneous employees 1) hired after 08/23/2012 through 12/31/2012; 2) Previously employed with another CalPERS contracting public agency or a reciprocal retirement system, with a break in service of less than six months between the separation date with the previous employer and the appointment date with the County of Riverside. The employee contribution is seven (7%) percent.
- Tier III (PEPRA New Member - Formula 2% @ 62): Applicable to CalPERS local miscellaneous new members hired on or after the implementation of the Public Employees' Pension Reform Act of 2013 (PEPRA) which took effect January 1, 2013.As of July 1, 2020, the employee contribution is 7.25% and subject to change annually.
A new member is defined as any of the following:
CalPERS refers to all members that do not fit within the definition of a new member as "classic members".
Contribution rates are subject to change based on the County of Riverside annual actuarial valuation.

DEFERRED COMPENSATION: Voluntary employee contribution with a choice between two 457 deferred compensation plan options.
401(a) MONEY PURCHASE PLAN: County contribution of $50 per pay period towards choice between two 401(a) plan providers.
ANNUAL LEAVE (Bi-Weekly Accrual):
0 < 36 months = 8.92 Hours
36 to <108>108 or more months = 12.00 Hours
Maximum Annual Leave accumulation is 1,800 hours. Employee may receive pay in lieu of up to 80 hours per calendar year. Agency/Department Head may approve an additional 80 hours.
-Annual Leave for Unrepresented Management Attorneys:
Maximum Annual Leave accumulation is 2,000 hours. Refer to Article 22 of the Management Resolution for a list of job classifications included.
HOLIDAYS: Normally 12 paid holidays per year.
BEREAVEMENT LEAVE: 5 days (3 days are County paid; 2 days can be taken through use of accrued leave balances).
BASIC LIFE INSURANCE: $50,000 of term life coverage. Premiums are paid by the County. Additional Supplemental Life plan is available for employee purchase.
LONG-TERM DISABILITY (LTD): Benefit pays 66.67% of earnings to a maximum of $10,000 per month; 30-day waiting period; pays to age 65. Benefit can be coordinated with other available leave balances to provide up to 100% of pay.
POST RETIREMENT MEDICAL CONTRIBUTION: A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the Management Resolution or applicable bargaining unit.
