Clinic Manager - CADC Required
Summary:
The Clinic Manager is responsible for ensuring compliance with regulations, developing policies and procedures, and coordinating patient care services. This role includes strategic planning, budget management, and quality assurance to improve patient outcomes. The Clinic Manager will report directly to the CEO and Executive Vice President.
Scope of Responsibilities:
- Plans, organizes, directs, and reviews all facets of substance use programs and services; reviews policies, procedures and methods used for effectiveness and consistency with service goals and standards; develops new strategies, services and programs based on community needs; develops goals and objectives to accomplish program goals; identifies potential problems and generates innovative and creative solutions.
- Develops, recommends and implements new or revised policies, standards and procedures; monitors policies and procedures for compliance and quality standards.
- Monitors and provides oversight for development of professional service contracts for the program with community agencies for provision of services, assuring compliance with federal, state and county requirements, evaluating program effectiveness by review of program reports and statistics and developing and implementing policies and procedures.
- Provides leadership, direction and oversight in the implementation of adults; supervises and directs the work of counselors and support staff; interviews, evaluates, and disciplines staff.
- Participates as a member of the President's executive team in the review, development and implementation of policies and procedures for carrying out the Department's goals and objectives.
- Assures that programs operate based on sound administrative, fiscal and quality management principles within available financial resources.
- Reviews legislative changes for impact on existing programs; advises the President and Board on policy and legislative matters concerning substance use matters.
- Oversees professional continuing education needs and development.
- Represents the agency to develop working relationships, and cooperative programs between substance use programs and other agencies and organizations involved in substance use services. Represent agency as member of the various networks.
- Assists with special projects and their assignments as requested by the President and or the executive management team.
- Follow all state, SUPR, federal and local guidelines, rules, and regulations as required by the funding sources.
- Supervise the development, coordination, and implementation of the client’s treatment program; make sure all documents and clinical records are kept in compliance.
- Conduct evaluation and performance standards for employees; coordinate employee orientation for new hires, in-service and/or staff development training.
- Submit monthly and quarterly written reports as required by the funding sources. Also responsible for providing weekly and monthly reports to the board of directors.
- Responsible for the safety and physical operation working in conjunction with Human Resources. Keeps Human Resources informed of any disciplinary actions and submits appropriate documentation for personnel records.
- Assumes the duties, when required, of other staff positions to maintain an adequate level of service at all times.
- Works with the Medical Director and nursing staff in monitoring all aspects of the nurse's station; as well as ensuring Doctor/client 90-day reviews, physicals and blood work are current. Also responsible for evaluating the effectiveness of the treatment planning and managing utilization reviews.
- Works with the medical team to coordinate medication dispensing and supply order.
- Miscellaneous duties as assigned.
Qualifications:
- Bachelor’s degree in related field and current CADC in good standing is required.
- Strong administration and business management skills.
- Must have strong leadership with the ability to manage and develop staff
- Excellent skills in Medicaid and MCO Billing with the added ability of Private Pay billing
- Strong knowledge of Rule 42 CRF, 132, 2060 and all DEA by laws
- Ability to generate reports of finding with solution recommendations
- Ability and knowledge to audit programs under the regulations of SUPR, CARF, MEDICAID and DEA
- Proficient in Microsoft Suites and Programs, particularly Microsoft Word, Excel.
- Experience utilizing an electronic health and medical record keeping software, with billing submission and collection.
- Experience with SAMMS Software
- Must maintain and build ongoing professional relationships with all MCO providers
- Must have 5 to 7 years’ experience working in and supervising a methadone and/or other dependence assisting drug program.
Knowledge:
- Methods and principles of planning, developing, implementing and coordinating complicated functions in drug use programs.
- Principles and practices of contract administration, public financing, fiscal management, budget development and expenditure control.
- State laws and regulations governing the operation and administration of community substance use programs.
- Community needs, existing services, gaps in services and trends in substance use programs.
- Clinic organization and procedures.
- Personnel management and principles of effective supervision.
- Public relations practices.
- Legislation pertaining to community and drug use programs.

Job Type: Full-time
Pay: $66,000.00 - $70,000.00 per year
