Responsibilities:
What you'll be challenged to do:
TranSystems is seeking a Civil Roadway Engineer - Phase 1 Project Manager to join our Schaumberg, IL office. This person will join our growing team of roadway, highway, structural, transit, rail, and intermodal designers as an Environmental Phase I/ NEPA Expert to lead and assist roadway/highway Project Manager on Phase I projects. The successful candidate may be asked to work on Phase II tasks as well depending on workloads.
The person will be a member of our Highway Division and will assist the Highway Division Leader and Team Leaders. This individual will manage personnel and projects that involve various tasks including environmental studies and analysis, geometric design, pavement marking/signing, drainage design, traffic studies, traffic signal design, public involvement, report writing, specifications, cost estimates, plan preparation, quantity calculations, roadway lighting, and other related tasks. Candidates with 10+years’ experience with a background in preliminary engineering and NEPA, and experience with development of detailed plans and specifications are recommended. The individual will be called upon to work closely with other teams on multi-disciplinary projects. The engineer will have the opportunity to manage and lead challenging projects in a unique and dynamic work environment.
Primary Responsibilities (others may be included):
- Work with Client Service Teams on identifying upcoming projects and development of pursuit strategies. Able to develop Statement of Interest and Interview strategies on requests for proposals.
- Develop scope of work, project budgets, and project schedules after successfully winning work.
- Able to work with other project managers and staff to successfully guide projects through the NEPA process.
- Able to make presentations to the public and clients on projects.
- Provides direction and guidance to Project Engineers and Staff Engineers as to the general results expected.
- Provides technical guidance on unusual or complex problems and supervisory approval on proposed designs and studies for projects.
- Analyzes information and data to perform routine design tasks.
- Makes decisions independently on engineering problems and methods, and routinely represents the organization in meetings to resolve important questions, and to plan and coordinate work.
- Responsible for accuracy of engineering design and plans, quality presentation, thoroughness and follow-through, and efficient conformance to budgets, schedules, company standards and QAQC protocols.
- Reviews design options and document findings from the design team.
- Manages workload and any changes in project schedule or scope or additional services.
- Maintain professional and technical knowledge by attending educational workshops; reviewing professional publications; establishing personal networks; participating in professional societies.
What you bring to our firm:
- Minimum of 10 years related, in-field experience, including work directly or as a consultant for the Illinois Tollway, Illinois DOT, Chicago DOT, Cook County Department of Transportation & Highways, local counties and municipalities, and with Federally funded projects is expected.
- Successful candidate is desirable to have performed Special Environmental Studies and Complex Categorical Exclusions. Experience working on or with Environmental Assessment and Environmental Impact Study experience would be beneficial. Knowledge of NEPA and its requirements is expected. Technical writing skills are expected.
- Candidate has performed public outreach and is familiar with IDOT’s Context Sensitive Solutions and its requirements.
- NHI Course “NEPA and Transportation Decision Making Process” would be required to be completed in the first year of employment or as the course is available for enrollment.
- Candidates must possess strong technical skills, excellent verbal and written communication skills, and the ability to work well in a team environment on multi-disciplinary projects.
- Previous experience as a Project Manager leading projects is expected.
- Previous highway, drainage, traffic signal, and/or lighting experience is expected.
- Individuals will be required to possess an Illinois PE and an Illinois Driver’s License.

The employee is occasionally required to reach with hands and arms; climb or balance; and stoop, kneel, crouch, or crawl. The employee must regularly lift and/or move up to 10 pounds and occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include ability to adjust focus.
