Job Details
Bachelor’s Degree in Civil Engineering, Civil Engineering Technology, or equivalent.
Connecticut Professional Engineer License (P.E.) or ability to obtain.
8-15+ years of professional engineering experience, and a minimum of five years in a supervisory capacity.
Excellent conflict resolution and management skills.
Expertise in assessing bridge conditions and prescribing rehabilitation measures.
Demonstrated leadership in a team atmosphere.
Experience and familiarity with developing project scopes and proposals.
Experience working with the State Department of Transportation and Local town administrations. ConnDOT State & Federal Local Bridge Program experience desirable. Alternative project delivery experience is a plus.
Working knowledge of ConnDOT Design Manual standards, specifications, procedures, and State statutes.
Ability to work with various teams - both internal & external.
Very strong communication skills, with the ability to adapt communication styles to suit various audiences.
Highly Organized. Ability to effectively share information verbally & electronically.
Proficiency in Microsoft Office Suite, SharePoint, and Bluebeam.
Familiarity with ConnDOT software including DDE, COMPASS, MicroStation, OpenRoads Designer, Open Bridge Modeler, AASHTOWare Bridge Rating, Midas Civil, and InfoTech Estimator.
Experience desirable in any/all of the following areas: Bridge/Structures, Highway Design, Water Resources, Environmental Permitting, Load Rating, Cost Estimating, Construction Staging/Sequencing, and Accelerated Bridge Construction Techniques.
Knowledge and experience with CTDOT and FHWA policies and procedures.
Responsibilities include, but are not limited to:
Provide engineering vision, expertise, and guidance to a staff of 20.
Experience and familiarity with developing project scopes and proposals.
Knowledge and experience with ConnDOT and FHWA policies and procedures.
Administrative development & oversight of bridge rehabilitation measures to ensure complete, accurate work in accordance with ConnDOT and FHWA standards.
Technical resolution of design issues, which may include performing field investigation.
Working closely/constant communication with other disciplinary engineering/planning units.
Presentation of study reports and other technical analyses.
Review of consultant milestone PS&E submissions.
QA/QC implementation procedures.
Development of various contract documents.
Oversight and/or guiding and mentoring engineers in performing engineering tasks.
May be responsible for recruitment, hiring, development, and staff retention.
Benchmarking staff development, performance and compensation reviews, strategic planning, and succession.
Attendance at Public Information Meetings as needed.
Occasional travel within Connecticut.
