PHILLIPS COMPANIES PROJECT ESTIMATOR POSITION DESCRIPTION A) Basic Function of the Position: The Project Estimator, using blueprints, job specifications, and their own experience, provides labor, material, and equipment cost estimates for excavating, utility, and related projects. They are accountable for all preconstruction activities including securing contracts, writing purchase orders, reviewing submittals and developing project budgets. The Estimator then communicates the budgetary guidelines for awarded projects to hand the job off to the Excavating Department Project and Operations Managers prior to the start of construction. B) Line of Communication and Authority: 1. The Project Estimator reports to the Excavating Department Manager. C) Skill Sets and Qualifications: The ideal Project Estimator candidate would possess and demonstrate the following skill sets and qualifications: 1. Minimum 5 years of knowledge and experience estimating projects in the excavating industry, 10 years preferred 2. Thorough knowledge of Trimble Business Center earthwork estimating software. 3. Thorough knowledge of HCSS Heavy Bid bidding and Heavy Job project management software. 4. Strong analytic and math skills, detail oriented. 5. Strong written and verbal communication skills 6. Strong time management and organizational skills. 7. Proficient in reading and accurately interpreting blueprints, specifications and geotechnical reports 8. Strong computer skills with proficiency in Microsoft Office programs and other industry related programs 9. An Associate's or Bachelor's degree in Civil Engineering or Construction Management preferred D) Specific Responsibilities of the Particular Role: The Project Estimator is responsible for the following specific duties as part of their role in the Phillips Companies: Estimating / Bidding / Pre-construction 1. Perform detailed utility take-offs to determine material quantities. 2 2. Perform earthwork take-offs to determine soil quantities, including cut/fills and import/export using Trimble Business Center. 3. Solicit pricing for required materials from qualified vendors. 4. Solicit pricing for work outside of Phillips' scope of ability from qualified subcontractors. 5. Prepare cost estimates and bid proposals. 6. Prepare budgets for secured projects. 7. Prepare subcontracts and purchase orders for secured projects. 8. Assist with the daily responsibilities of the Project Manager as needed in the event of the Project Manager's vacation / time off / illness. 9. Other duties assigned. E) Basis of Evaluation: The Project Estimator will participate in 1-2-1 quarterly conversations with the Phillips Companies Excavating Department Manager to monitor progress towards operations plan goals. Determination of annual bonus amount will be based on an evaluation of predetermined key performance indicators. Specific items may change from time to time. Annual Performance Evaluation will consist of at least three parts 1. Performance Measures " Attainment of goals related to the amount of work bid and awarded. " Meet project profitability goals from monthly WIP report and Excavating Department Operating Income goals from monthly operating statement. 2. Personal Development " Continuing Education. " Development of additional skills through education and training. 3. Corporate Level " How well the company does as a whole. " Cooperation with other co-workers and other departments.
