Salary Ranges:   

Civil Engineer I:                                  $72,900 - $102,100 Annually

Civil Engineer II:                                $88,200 - $112,300 Annually

Civil Engineer III:                               $98,800 - $138,400 Annually

Job Summary:

The City of Greeley is accepting applications for a Civil Engineer I – III in the Engineering Development Review Division of the Community Development Department. This position requires application of intensive and diversified knowledge of engineering principles and practices and administration as it relates to development and construction document review.

Experience, Knowledge, and Skills:

MINIMUM REQUIREMENTS:

All Levels:

• Valid driver’s license.
• Bachelor's degree (four-year degree) from an accredited college/university program in civil engineering or related field.
• One (1) to three (3) years of experience in design and construction, including knowledge of the materials, design methods, and construction techniques used in the design.

PREFERRED:

• One (1) to Three (3) years of experience in municipal engineering or related experience preferred.
• Licensed Professional Engineer (PE) preferred.
• In addition to the minimum requirements, at least five (5) + years of experience in municipal engineering and/or civil engineering and PE is required to be considered for the Civil Engineer II position.
• In addition to the minimum requirements, at least ten (10) + years of experience in municipal engineering and/or civil engineering and PE is required to be considered for the Civil Engineer III position.

Knowledge, Skills, and Abilities:

• Computer skills, including the ability to utilize Microsoft Office programs (i.e. Word, Excel, PowerPoint, Outlook, etc.), and skills in software packages relating to ArcGIS, AutoCAD, and project scheduling with the ability to learn and experiment with new software and systems
• Knowledge of the business and organizational structure of Colorado municipalities

Essential Functions (Duties and Responsibilities):

• Reviews civil engineering plans, reports and construction drawings for development activities involving infrastructure design and construction of both capital improvement projects (CIP), submitted private sector land use projects, and related infrastructure projects.
• Manages the review of development projects, meeting minimum performance goals for review times, coordination with engineering consultants, applicants, and developers of private sector projects within the City; work with Project Managers within the City on major CIP projects; coordination with Public Works and Water/Sewer PM's; representation of EDR at Planning Commission and City Council meetings on projects under review.
• Maintains contact with outside agencies including, but not limited to: CDOT, Weld County, FHWA, Army Corps of Engineers, CDPHE and other agencies in obtaining referral input on private sector projects.
• Assists in the coordination of and attendance at pre-construction meetings, interpreting plans and specifications, and conducting periodic field inspections.
• Works alongside construction inspectors to coordinate and monitor testing requirements and record keeping, review contractor performance, provide answers to requests for information and resolve conflicts.
• Performs technical research, develop, and evaluate alternatives, prepare informative and understandable reports, and provide reliable advice on engineering problems.
• Participates in updates to the City's Municipal Code, criteria/specifications manuals and civil infrastructure plans within the City's departments.
• Participates in on-call engineer duties including meetings with applicants and internal City staff on pre-applications or general questions; available for internal EDR questions and mentoring of staff.
• Carries out complex or novel research assignments requiring the development of new or improved techniques and procedures as a non-supervisory researcher. 
• Practices independent problem solving and decision making: Broad policies and specific objectives. The determination of “what needs to be done” in applying broad City policies is largely left up to the incumbent who determines what has been done, what can be done, proposals for long-term policy, and estimates of what new resources are required. Limits are set by organizational policy, general directives, overall goals, and objectives.
• Makes commitments and decisions which are significant to the organization, with CD management approval and authority. Decisions involve multiple disciplines and have long-term internal and external effects.

Work Environment and Physical Requirements:

• The work environment is a combination of hybrid office and field locations with frequent interaction with other staff and frequent participation in meetings, some of which may be evening, such as the City Council.
• Exposure to all weather conditions and various types of noise when on project sites.
• Fieldwork involves working in and around construction projects with heavy equipment being used by contractors. Safety equipment such as hard hat, reflective safety vest, hard toe boots, and safety glasses are used as needed.
• Vision enough to interpret written documents, interpret engineering drawings, and inspect work products.
• Communication skills to adequately convey information to contractors, property owners, other personnel, and the general public.
• Mobility to inspect work sites for compliance with plans and specifications and move over rough, uneven, or rocky surfaces.
• Manual dexterity to operate computer equipment and vehicles; to accurately input, retrieve and verify work assignments; and use hands to finger, handle, or feel and reach with hands and arms.
• Duties may occasionally require light to moderate physical effort that includes stooping, kneeling, crouching, crawling; frequent standing or walking; frequently lifting and/or moving up to 10 pounds and occasionally lifting and/or moving up to 25 pounds.
• Extensive work is performed on a computer.
