POSITION RESPONSIBILITIES
Note: All official drafts, documents, and recommendations, as listed below, must be reviewed, finalized, and approved / accepted by appropriate BPA manager or other federal personnel with the authority to do so.
Manufacturer Drawings/Designs/Specifications:
Using the main transmission project portfolio, identify projects for programs specific to TELD; update and maintain active project lists for TELD projects.
Using an established set of processes and procedures, electronically transfer design criteria information, engineering, and project data to outside vendors that provide further engineering and/or materials needed for TELD projects as directed / assigned by the BPA manager.
Process drawings and documents produced by outside vendors; maintain and update databases, including ProjectWise and SharePoint, and other electronic and paper systems to store, index, track, and attribute drawings.
Assist with design, operation and maintenance of the outside vendor drawing and document review system:
Provide user end support to design and QA engineers on navigating system.
Review and identify conflicts between BPA engineering information and manufacturer drawings, alert BPA and outside engineering's of conflicts. Resolutions are decided by appropriate BPA personnel.
Provide input and recommendations to BPA standards in relation to requirements for manufacturer drawings for approval by appropriate federal personnel.
Develop new and enhance existing processes and tools to document and track all aspects of the TELD projects and programs.
Assist with input of information into the Tower Steel System (TSS) database, or equivalent.
Support engineers by researching problems and utilization/provisions of manufacturer's drawings and recommending proper course of action for repair.
Create materials requests (MRs), as needed, for replacement material for final approval by appropriate federal personnel.
Receive as-built information from engineers, construction managers, or project managers (PMs) after construction projects; coordinate or complete associated manufacturer drawing revisions as appropriate.
Assist with creation of new catalog ID numbers in the BPA Materials Catalog for standard structures and related materials. Enter data into Asset Suite for creation and maintenance of catalog IDs.
Support design work for capital projects based on analysis of engineering and design requirements, project parameters, and technical information from multiple sources. Adapt standard guides and designs to assigned projects. Escalate design problems that may arise and participate in the development, review, and implementation of alternative solutions.
Complete and produce final design packages for assigned projects, including final detailed design drawings and all other documents, ultimately approved by federal personnel. Make extensive use of MicroStation and other computer methods and applications for design and design document production.
Utilize Bonneville Enterprise System (BES) and Asset Suite regularly for obtaining catalog information on materials, ordering materials, checking status on Material Requests (MRs) for engineers and technicians, and to obtain all relevant information regarding materials.
Utilize tools such as ProjectWise advanced search techniques, TLDD queries, TSS queries, and legacy records to research and identify existing structures in BPA transmission system.
Assist design engineers with coordination of necessary activities to validate the most effective project location, considering facility performance, cost, and environmental impacts.
Review internal and external design submittals and manufacturer drawing submittals for adherence to CAD standards and document control; make recommendations for corrections to federal staff including TELD manager, senior engineers, PM, and/or the Contracting Officer's Representative (COR).
Technical Support:
Facilitate design activities associated with design and drawing of transmission system facilities.
Assist with research and prepare reports and presentations needed by TELD and TEL engineering staff. Use available computer resources, including Microsoft PowerPoint, to format reports and presentations.
Prepare, revise, and distribute design drawings and engineering technical documents and databases to support projects on various computer platforms including MicroStation and ProjectWise.
Update and maintain design drawings in the files of Transmission Structural and Civil Engineering and convert existing hard copy drawings to electronic versions in MicroStation, ProjectWise, or other specified system. Obtain drawing and/or design files as directed by design engineers or higher-level technicians as needed to complete assigned work.
Enter data into computer and/or CAD files that can be used for the design of facilities. Verify data for completeness and accuracy. Gather data from legacy data systems and prepare/tabulate that data for archival in ProjectWise.
Contribute to and/or upgrade TEL/TELD SharePoint site by providing access and links to design data, standards, and work processes.
Mark documents and maintain filing system(s), files, emails, and records in accordance with compliance requirements. Share and disperse documents only to appropriate personnel (those with a Lawful Government Purpose (LGP) to know). Mark and maintain all official records in accordance with the Information Security (INFOSEC) and Information Governance & Lifecycle Management (IGLM) standards and procedures. Validate official records are accurately maintained for auditing purposes.
REQUIREMENTS
Education & Corresponding Experience (required on matrix)
A degree in engineering, mathematics, computer science, or a closely related field is preferred.
1 year of experience is required with a bachelor's degree in an applicable field.
3 years of experience is required with an associate degree in an applicable field.
5 years of experience is required without a degree or applicable degree.
Must include specific civil and/or structural engineering technician experience and demonstrate a wide range of project tasks.
Required Technical Skills & Experience (required on matrix)
3 years of experience in the following is required:
MicroStation CAD platform and associated add-on products, preferably MicroStation 3D.
InRoads/OpenRoads, add-on to MicroStation, or similar.
Maintaining drawing and engineering records using ProjectWise or similar document management software.
Experience with SharePoint and Microsoft Office products such as Outlook, Excel, Word, and PowerPoint.
Preferred Skills & Experience (optional on matrix)
Experience in electric utility sector with an emphasis on structural and civil design.
Experience in structural detailing.
Knowledge of site development and stormwater plans.
Practical knowledge of and skill in applying technical civil and structural engineering principles, practices, techniques, procedures, and policies.

Valid U.S. Driver's License is required.
