Position Overview:
As a direct report to the Executive Director and Chief Information Officer, the Chief Operating Officer (COO) has the responsibility of leading the County's 311, fleet and departmental operations. The COO is responsible for the operations and strategic development of the following key functions: smart and sustainable fleet rollout in accordance with the County's Climate Action Plan while maintaining the levels of service of current fleet; 311 and management of our Constituent Engagement Platform while building data driven intelligence into key areas of improvement; and the departmental budget operations, which includes financial planning and forecasting for Universal Services annual budget and capital improvement fund. The COO guides long-term decisions and provides executive-level insight into operational/functional impacts. Ideal candidate brings a current knowledge and execute on the County’s vision of leveraging information and technology in business capability performance.
Job Duties:
Responsible for developing and maintaining a strategic financial plan and annual operating and capital budget, operating expenditure forecasts; cost-recovery management; and preparation of financial reports.
Fosters effective stewardship of public funds and safeguards fiscal integrity through effective internal controls.
Sets key performance metrics (KPIs) within fleet and 311 information services while ensuring alignment to Universal Service's strategic objectives.
Consults with Executive Director/CIO and provides high-level briefings to the executive leadership regarding budget operations, fleet and 311 activities.
Develops a set of recommendations to improve the total lifecycle support of over 400 vehicles, which includes maintenance, dispatching and uplifting.
Liaises with other County Departments in addressing fleet and 311 service needs, while identifying service gaps, redundancies, and replication of efforts.
Establishes and implements the Universal Service's customer experience roadmap including the technology, data and analytics needed to provide a 360-degree view of the customers experience and capabilities needed to meet the current and future needs of our customers.
