MemorialCare is seeking a Chief Medical Officer (CMO) for the MemorialCare Medical Foundation (MCMF). The CMO provides vision and leadership for the Memorial Care Medical Foundation (MCMF) using clinical, organizational, interpersonal, and management skills, to build alignment and integration amongst the physicians and providers with the goal of creating and scaling a unified clinical and organizational voice. Directs, plans, and coordinates activities of the physicians, mid-level providers and employees engaged in the delivery of medical care and medical management services. Advises management and staff on medical policy and operations. Recommends tactics to improve performance, quality of medical care, and the patient experience. Guides the lean resources in efforts to increase efficiency in the clinics. Works to align providers with goals of the organization. Ensures providers comply with all legal and regulatory requirements. Promotes and directs change, integration and transformation of the outpatient care delivery system. Job Summary:
§ Collaborate with Executive Management Team (EMT) to develop and implement annual strategic and business plans to achieve the MCMF mission and vision.
§ Oversee and direct the transformation of the outpatient delivery system to a patient-centered and fully integrated delivery system.
§ Maintain high level of leadership visibility in each of the medical groups and IPA locations. Connect provider engagement strategies to ensure ongoing progress is being made to improve the Joy of Practice for our providers and there is alignment of providers with key MemorialCare initiatives.
§ Partner with CEO to evaluate governance structures for the medical group and IPA, enhancing accountability and performance ownership.
§ Provide support into developing affiliated networks of independent Providers that we contract with to provide population health services and risk-based contracts.
§ Plan, direct and develop the strategic plan for physician growth, primary care, specialists, and office locations including group acquisitions and affiliations.
§ Ensure adequate Peer Review structures and processes are in place to drive quality beyond clinical care metrics.
§ Lead the medical aspects of a population health initiative for MCMG/GNP and coordinate with system-wide strategies and programs.
§ Lead the strategic development and expansion of the MCMF and GNP specialty network around the MemorialCare hospitals.
§ Promote the development of best practices, evidence-based medicine and the meaningful use of technology as a member of the MemorialCare Physician Society.
§ Responsible for the medical components for MCMF quality improvement and performance improvement (P4P).
§ Oversee and lead integration of the physicians in the medical group with each other and the MemorialCare system.
§ Promote advocacy and networking by participating in APG and strong linkages with community organizations.
§ Participates and promotes system-wide business development and integration strategies.
§ Lead and participate in joint venture strategy development acquisitions and provides medical guidance in JV operations, including ASC's, Imaging Centers, Endoscopy Centers, Physical Therapy, Dialysis, and Oral Health.
§ The CMO participates with key stakeholders in the coordination, advancement, and growth of all aligned providers to enhance affordability, access, quality, and the reduction of variability of care delivery.
Operations
§ Oversee and lead the Utilization Management/Case Management/Disease Management programs with a focus on synergy and minimizing network leakage. Implements software system for disease management registry, risk stratification, and predictive modeling.
§ Oversight of Primary Care Physician (PCP) and Specialist credentialing program.
§ Oversight of Quality Management committee activities, peer review, integration committee, risk management, grievance review, physician counseling and education, and P4P program.
§ Develop and implement Continuing Medical Education (CME) and other educational activities including Pharmacy and Therapeutics and Risk Management.
§ Oversight of Clinical Pharmacists and pharmacy programs related to generic utilization, formulary management, anti-coagulation clinic, diabetes clinic, Synagis clinic, and other special clinics. Promote development of new clinics to better manage chronic disease and prevention.
§ Oversight of Clinical Research Programs for the health system.
§ Evaluate programs to improve patient, family and provider satisfaction.
§ Promote effective communication among providers, senior leadership hospital leadership and governance.
§ Lead the collaboration efforts between physicians in the medical group and IPA.
§ Represent MCMF on the Physician Society Board.
§ Develop and implement new medical management initiatives and programs.
§ Monitor and direct activities to manage specialty claims cost.
§ Maintain and develop hospital networks, administrative relationship, Joint Operating Committees and ancillary contracting.
§ Work closely with Provider Relations to ensure effective education and maintenance of outside specialty network.
§ Identify and assess managed care entities for potential business alliances.
§ Monitor company compliance with government and contractual requirements. Oversight of charge analysis, charge audits, and adherence to Medicare guidelines
§ Support corporate counsel in risk management and contract evaluation.
§ Work with Medical Directors of the medical group and IPA to facilitate quality assurance and other provider activities.
§ Monitor and develop compensation policy for Physicians and Physician Extenders.
§ Direct and oversee PSA negotiations and renewals with the medical group.
§ Participate in the development of marketing material for patient focused disease management programs and physician marketing activities.Qualifications:

- Education/Licensure: MD/DO with current license by California Medical Board
- 10 years of related senior physician leadership experience. Successful clinical practice experience. Medical leadership position such as medical director.
- Medical business exposure as medical director of IPA, PPO or medical group.
- An advanced degree in healthcare administration, business administration, or a related field preferred.
