Chief Fiscal/Administrative Officer - County of Nevada

About the Job
Primary duties include:
- Identify, analyze, and recommend solutions to various administrative and fiscal problems.
- Review and analyze applicable state and federal legislation for Agency impact.
- Coordinate the preparation and presentation of fiscal forecasting, quarterly budget updates, and the annual budget for the Agency Departments.
- Manage grant reporting and auditing requirements of various funding sources.
- Review and approve financial adjustments, journal entries, purchases, and contracts.
- Manage special projects and initiatives, conduct research, prepare reports of findings and recommendations (often through teams, sometimes individually).
- Attend various Board, Commission, Committee and other governmental and professional association meetings. Review fiscal/administrative impacts of agenda items for the Board of Supervisors.
- Coordinate HHSA’s work to advance Board of Supervisors and Agency priorities and initiatives.
- Develop time and cost studies of departmental operations and recommend changes to promote more efficient production.
- Confer with representatives of other agencies on administrative services.
- Represent the Agency on various County workgroups specific to administrative functions.
- Directly Manage the HHSA Administration Division, which includes approximately 30 full-time staff.
The CFAO position is critical to the success of the County's Health & Human Services Agency whose mission is to protect lives, promote health and wellness, and provide support and services to help Nevada County residents meet their basic needs. The ideal candidate has extensive knowledge and experience with grants, is a collaborative leader and excellent communicator, has a track record of successful project management, and wants to have a positive impact in the community.
This position is crafted for individuals who have a Bachelor's degree with major course work in business, accounting, or a related field plus three years of administrative and fiscal management experience at the level of an Administrative Services Officer with the County of Nevada. Alternately, candidates who possess a Bachelor's degree from an accredited college or university and 10 years of responsible experience in fiscal and administrative management at a level comparable to Administrative Services Officer with the County of Nevada will also qualify.
