Chief Financial Officer - Phoenix Elementary School District

Salary Placement Range: $118,582.00 to $135,523.00 per school year (grade 134).

In Phoenix #1’s mission to inspire every child to achieve, the Chief Financial Officer (CFO) is responsible for the business and legal affairs of the district, including fiscal and operational systems. Demonstrating both transactional and strategic expertise in budget creation and fiscal management, the CFO supports the goals of the Phoenix #1 Strategic Plan in a manner that is responsive to a diverse community.

ESSENTIAL DUTIES AND RESPONSIBILITIES:     

• Responsible for the development and management of the financial affairs of the District, including revenue control limits in order to formulate, design, and present detailed budget reviews to management and the Governing Board.
• Responsible for the oversight of all District budgets and funds, reporting, and long-range financial planning for the District.
• Consults with the Superintendent on current and long-range financial matters, master planning, capital projects, and facility and equipment needs to adequately support District goals.
• Oversees and manages annual adoption of district budget and finance systems, ensuring fiscal responsibility and integrity as well as equitable allocation of resources across fifteen schools and two central work sites.
• Responsible for override and bond elections, capital projects and bond construction programs including contractual arrangements, bidding, financial planning, arrangements for bond and capital leases/sales.
• Leads the District’s annual budget process to ensure efficient and effective use of fiscal resources, including arranging for the internal and external auditing of District and School financials.
• Supervises all staff members assigned to the Budget and Finance, Business Services, Payroll, Purchasing, and Accounts Payable
• In coordination with direct reports, assists in recruiting, hiring, training, supervising, and evaluating personnel within Business Services.
• Provides leadership over the development of a comprehensive facilities plan, which includes overseeing, managing, and assisting in the planning of all capital improvement projects, including facility maintenance, renewal, and improvement projects. Collaborates with project managers, developers, architects, builders, construction companies, and other vendors to ensure compliance with applicable laws and district policies.
• Provides leadership over the development and implementation of a comprehensive District safety plan.
• Supervises directors and responsible for the oversight of Management Information Systems, Plant Services including Transportation, and Child Nutrition departments.
• Represents the Superintendent and the District in interactions with key stakeholders, including the Governing Board, parents, community members, state and local government entities or representatives, vendors, donors, non-profit organizations, university partners, and suppliers of services and supplies.
• Assumes responsibilities of the Superintendent when the Superintendent is not available.
• Perform other related duties as assigned.

• Uniform System of Financial Records (USFR) for Arizona School Districts and accounting guidance systems
• Arizona Administrative Code and procurement and purchasing processes
• Arizona Revised Statutes related to financial and human resource management
