Summary
The Chief Financial Officer (CFO) is responsible for the fiscal oversight of the Center. The CFO is a strategic thought partner and plays a critical role in strategic decision making and operations, ensuring that the organization continuously enhances its financial management. The CFO reports to and works closely with the President and CEO. In addition, the CFO will have partnerships with senior leadership and the board of directors to develop and implement strategies in accordance with BEW’s missions, vision and goals across the organization. The CFO will oversee all compliance and recognition for government (federal, state, county, and city) contracts and private grants. S/he/they must be able to adapt to a continually evolving environment and thrive in an autonomous and deadline-oriented workplace. The CFO will also lead, develop, and mentor staff fostering a culture of excellence through servant leadership.
Role and Responsibilities
- Work closely with President/CEO in the development and implementation of the long-range planning and operational plans for the needs of the agency and serves on the Executive Team.
- Oversee and lead annual budgeting and planning processes in conjunction with the President/CEO; administer and review all financial plans and budgets. Monitors progress and changes and keeps senior leadership team abreast of the agency’s financial status.
- Engage the finance committee of the board of directors to develop short-, medium-, and long-term financial plans and projections.
- Develop/enhance the processes and practices needed to deliver outstanding service in cost efficient manner.
- Develop financial business plans and forecasts.
- Develop and utilize forward-looking, predictive models and activity-based financial analyses to provide insight into the organization’s operations and business plans.
- Assess and evaluate financial performance of the agency with regard to long-term operational goals, budgets/ forecasts and provides insight and recommendations.
- Responsible for the quality control of the Fiscal Operations and for ensuring compliance with all federal, state, and local laws and regulations as well as the overall goals of the agency.
- Oversee the Fiscal Operations to ensure proper maintenance of all accounting systems and functions.
- Oversee all financial administrative function to include payroll, accounts payable/accounts receivables, and the general ledger.
- Develop and implement agency financial systems, including the establishment of appropriate internal controls to safeguard against loss, as needed or directed.
- Develop and implement finance and accounting systems, policies and procedures, and management reporting in accordance with policies.
- Implement a robust contracts management and financial management/reporting system; ensure that the contract billing and collection schedule is adhered to and that the financial data and cash flow are steady and support operational requirements.
- Develop and maintain financial management policies and procedures that align with the agency’s mission, ensuring compliance with all applicable accounting standards and best practices with respect to accounting for nonprofit and community foundations.
- Responsible for further development, updates and implementation of all necessary business policies and accounting practices; improve the finance department’s overall policy and procedure manual.
- Oversee the development and ongoing revisions of policies and procedures, which impact financial operations and asset protection and management.
- Develop, lead, manage and evaluate staff members, in relation to goal setting, team building, providing feedback, setting professional development goals and completing thorough performance evaluations.
- Create and deliver monthly, quarterly and annual reports to management and the Board of Directors.
- Analyze and present financial reports in an accurate and timely manner.
- Generate financial statements for distribution to department heads for budget management.
- Provide routine budget vs. actual reports for BEW employees and Board.
- Participate in corporate policy development as a member of the senior management team.
- Analyze and interpret financial data and reports for senior management and the Board.
- Manage the accounting function (accounts payable and receivable), auditing, insurance programs, benefits plans, operating and capital budgets.
- Drive financial performance for the agency, including productivity benchmarks.
- Oversee cash investments and asset management.
- Ensure cash flow is appropriate for the agency’s operations.
- Oversee operations of the Billing Department.
- Monitor the efficiency and accuracy of all Medicaid/Medicare and managed care patient billing and collections for third party reimbursements.
- Meet with the Board of Directors and Finance Committee on a quarterly basis regarding the fiscal condition of the agency.
- Meet on a monthly basis with management to ensure that the planned goals and objectives are being met.
- Ensure timeliness, accuracy, and usefulness of financial and management reporting for federal and state funders, foundations, board of directors.
- Oversee the preparation and communication of monthly, quarterly, and annual financial statements.
- Ensure legal and regulatory compliance regarding all financial functions.
- Coordinate preparation for external audits and filing of tax returns and 990 for forms ensuring that BEW is in compliance with all applicable GAAP accounting standards and best practices with respect to accounting for non-profits and community foundations.
- Performs and oversees internal audit procedures to determine adherence to agency financial policies and procedures to ensure compliance with financial requirements, corporate regulations mandated by funding bodies and accreditation entitles and accounting standards.
- Coordinate and lead the annual audit process, liaise with external auditors and the Board of Directors assess any changes necessary.
- Interface with all internal and external auditors.
- Participates in the administration of all insurance programs of the agency and recommends insurance requirements and policies which meet both staff and budget needs.
- Plans and directs the agency’s purchasing, accounting, and business functions.
- Coordinates the purchase or lease of major fixed assets.
- Responsible for reviewing all budgets and keeping all fiscal records up to date and in compliance with the funding sources requirements.
- Oversee the month-end close process.
- Ensure all filing deadlines are met and appropriate documentation is maintained.
- Assist and supports grant writing and reporting requirements.
- Remain up to date on nonprofit audit best practices and state and federal law regarding nonprofit operations.
- Represent the agency to financial partners, including financial institutions, investors, foundation executives, public officials, etc.
Qualifications and Education Requirements
- A minimum of a BS, A CPA and/or MBA would be a plus.
- 3-5 years of broad finance experience (audit, accounting, budgeting, control, and reporting).
- Direct experience or knowledge of nonprofit accounting, compliance and reporting with multiple funding sources, including government (federal and state) contracts.
- 5 years broad finance experience.
- 3 years of senior financial leadership (CFO/Controller/Finance Director) with direct supervision of financial staff and reporting directly to President/ CEO.
- Superior understanding of QuickBooks and Excel required Technology proficiency.
- Excellent analytical and strategic thinking skills, plus organizational skills.
- Excellent communication skills, both written and verbal.
- Service oriented, empathetic and able to interact and develop rapport with a diverse population.
- Must pass mandatory background checks which will include verification of references and pre-employment drug screen.
Job Type: Full-time
Pay: $120,000.00 per year
