Description SAIC is seeking a Chief Engineer to support the US Space Force, Space Systems Command, in performing operations, maintenance, and sustainment (OM&S) services for classified communications and processing for Command and Control (C2) capabilities for the combined NCMC-ITW/AA and Legacy Space Government Program Office (GPO) as part of the NISSC 2 Follow-on (N2FO) effort (NISSC = North American Aerospace Defense Command (NORAD) Cheyenne Mountain Complex (NCMC) - Integrated Tactical Warning/Attack Assessment (NCMC-ITW/AA) And Space Support Contract).
In support of the government customer and the SAIC Program Manager, the Chief Engineer is responsible for assisting the PM in overall project management activities, with a day-to-day focus on leading successful accomplishment of: depot maintenance and repair, support systems operations and maintenance, integrated product lifecycle support, infrastructure support, incremental sustainment services, systems (including digital) engineering, cybersecurity, configuration and data management, systems testing, and external delivery order collaboration.
Qualifications
• Bachelors and eighteen (18) years or more experience; Masters and sixteen (16) years or more experience; PhD or JD and fifteen years or more experience
• Active Top Secret clearance with the ability to obtain and maintain a TS/SCI clearance
• 12 years in systems engineering and related areas, to include systems integration and delivery of solutions for national security, mission-critical, no-fail applications
• 8 years of experience managing large-scale Agile or SecDevOps teams/projects, to include support to cost estimating, baseline and risk management, schedule development, performance monitoring and reporting
• Experience leading waterfall to agile transformations, designed to deliver Minimum Viable Products in a consistent cadence
• Experience with a broad range of system types: custom developed HW/SW, COTS/GOTS HW/SW, and specialty engineering
• Experience establishing technical baselines for large weapon systems, including the tools, battle rhythms, governance, oversight, and defining roles/responsibilities
• Strong understanding of the Strategic Warning and Surveillance Systems, Cloud hosted development, integration, and test capability
• Experience with Digital and Model-based Systems Engineering
• Experience in disciplines ranging the fully systems lifecycle (development, sustainment, operations)
• Experience with configuration and data management, hardware and software test & evaluation of classified systems
• Experience performing integrated lifecycle support to mission critical systems
• Experience implementing cybersecurity solutions in existing, DoD systems
• Experience with implementing and sustaining distributed systems, virtual operating system environments, and virtual/augmented reality technologies
• Experience translating operational requirements into system requirements; and system requirements into technical requirements/performance standards
• Knowledge of the Integrated Tactical Warning and Attack Assessment mission and associated enterprise Desired Experience:
• 12 years in systems engineering, Model-based Systems Engineering and related areas, to include managing teams/projects delivering solutions for missile warning or other national security space mission systems
• Familiarity with NISSC Systems
• Experience maintaining national security mission networks
• Masters of Science in Systems Engineering, Computer Science or relevant STEM concentration
• International Council on Systems Engineering (INCOSE) Associate Systems Engineering Professional (ASEP), Certified Systems Engineering Professional (CSEP), or Expert Systems Engineering Professional (ESEP) Certification Target salary range: $160,001 - $200,000.
