As the Chief Data and Analytics Officer you will oversee IRS data strategies and use analytical methodologies to develop new solutions for addressing current and emerging tax compliance problems, supporting tax policy research, and providing insight and guidance on applying data-driven approaches for tax administration advancement.
As the Chief Data and Analytics Officer your duties and responsibilities include:
- Developing and implementing data strategy and analytical methodologies to advance new solutions for addressing current and emerging tax compliance issues supporting tax policy research. Overseeing best practices in statistics, computer science, data science, economics, operations research, social science, and artificial intelligence. Overseeing state-of-the-art data warehouse and computing environments developed to support advanced research and analytics.
- Assisting the IRS Commissioner and senior leadership in overseeing and performing critical strategic planning activities and functions. Identifying emerging and cross-divisional initiatives, reviewing and validating appropriate measures and indicators, and developing planning guidance for proposed and ongoing programs and IRS initiatives. Partnering with key IRS business executives to identify opportunities, develop hypotheses, and conduct research to address taxpayer non-compliance, enhance service delivery, and protect tax revenue. Serving as a trusted advisor to the IRS Commissioner and other IRS leaders, ensuring leaders are informed on program and policy matters within his/her scope of responsibility, and assisting in developing policies that positively impact IRS.
- Developing and implementing IRS-wide policies, programs, and systems to meet IRS short-term and long-term challenges and needs. Developing new approaches and pilots, establishing governance structures, identifying potential risk, and developing mitigation strategies.
- Leading efforts to establish analytically driven centers of excellence frameworks and drives organizational change toward a data-driven and analytical IRS culture. Fostering a strategic coordinated approach to multi-divisional domestic and international tax research issues.
Requirements
If selected for this position, you will be required to:
- Be a U.S. citizen to qualify for this position.
- Be geographically mobile to accomplish the Service's mission.
- Complete a one-year probationary period (unless already completed).
- Complete a OF-306, Declaration for Federal Employment to determine your suitability for Federal employment.
- Provide information to successfully complete a background investigation. Applicants must have a successfully adjudicated FBI criminal history record check (fingerprint check) and a NACI or equivalent.
- Go through a Personal Identity Verification (PIV) process that requires two forms of identification as listed on Form I-9; of which one must be a valid state or federal government-issued picture identification.
- Complete verification of identity and employment eligibility as required by Federal law for all persons hired to work in the United States.
- File a Confidential Financial Disclosure Report (sf278) within 30 days of appointment and annually.
Qualifications

As a basic requirement for entry into the SES, applicants must provide evidence of progressively responsible leadership and supervisory experience indicative of senior executive level management capability and directly related to the skills and abilities outlined under ECQs and Technical Qualifications (TQs) listed below. Typically, experience of this nature will have been gained at or above the GS-15 grade level in the federal service or its equivalent leadership level within state or local government, private sector or non-government organization.
- Directing the work of an organizational unit
- Ensuring the success of one or more specific major programs or projects;
- Monitoring progress toward strategic organizational goals, evaluating organizational performance and taking action to improve performance; and
- Supervising the work of other managers and exercising important policy-making, policy determining, or other executive functions.
Failure to meet the basic qualification requirements and address all mandatory ECQs and TQs will result in your application being disqualified.
Executive Core Qualifications (ECQs): The ECQs were designed to assess executive experience and potential not technical expertise. They measure whether an individual has the broad executive skills needed to succeed in a variety of SES positions. All applicants must submit a written narrative to address the ECQs.

- Leading People: This core qualification involves the ability to lead people toward meeting the organizations vision, mission, and goals.

- Business Acumen: This core qualification involves the ability to manage human, financial, and information resources strategically.
- Building Coalitions: This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.
Mandatory Technical Qualifications (TQs):
- Senior level experience leading and managing programs and operations within a data-driven research organization.
- Ability to build coalitions and collaborate with national and international analytical communities, non-governmental groups, the media, and the general public.
- Experience leveraging financial data, research techniques, and statistical analysis, as well as using analytical processes, including AI in a data-intensive environment, including knowledge of tax policy.
- Comprehensive knowledge of and experience in a range of cutting-edge analytical methodologies and techniques including statistics, machine learning, modern computing architectures, and software.
- Extensive knowledge of privacy policies, practices, procedures, and programs to provide guidance and leadership in executing program strategies.

There is no education requirement for this position.
