About the Job
Qualifications: * Master's degree in social work, psychology,
counseling or other related human service field equivalent is required.
* Licensed in Oregon as a Clinical Social Worker or Counselor or
equivalent. Must maintain required continuing education credits for both
Clinical License and Clinical Supervisor. * Five years of experience
providing management-level clinical leadership and supervision to staff.
* Pass employer pre-employment drug screen and criminal background
check. * Possess current driver's license, pass a DMV background
check. * 10 years of related experience in the field of public
behavioral health or community program development, with experience in
an integrated healthcare setting, with coordination of substance use,
mental health and physical health treatment, preferred. * At least five
years working within an electronic health record, health informatics
preferred. * Strong history in public speaking. * Experience working
with underserved populations is preferred. * Knowledge of Medicaid,
Oregon Health Authority (OHA), SAMHSA and related Federal and State
regulations to includes Oregon Administrative Rules (OAR's) and
statutes preferred. * Knowledge of de-escalation methods or ability to
be trained in de-escalation methods. Experience conducting crisis
debriefs. Duties: * Lead all behavioral health clinical programming and
strategies aimed at meeting clinical benchmarks for quality and
productivity, ensuring client care is being provided in accordance with
all clinical program regulatory requirements. * Provide clinical
oversight in the delivery of behavioral health services across multiple
service areas, programs and overall service delivery sites. * Establish
and monitor all clinical service protocols and practices; performance
management, coaching and mentoring of clinical staff; and collaboration
with partners, payers and providers. * Establish and address clinical
goals utilizing a team approach for input, discussion and implementation
while incorporating data and policy requirements. * Monitor the
performance of behavioral health providers in relation to clinical best
practices and adherence to mission and vision. Make appropriate
adjustments and modifications to clinical programs, when needed, to meet
community and contractual needs. * Lead and manage the clinical
leadership team and all clinical staff through recruitment, retention,
mentoring, coaching, and supervision. * Develop and maintain a
collaborative relationship with allied agencies, funding sources,
community partners and other entities, ensuring a broad, integrated
system of care. * Participate and regularly attend scheduled and ad-hoc
state and national association meetings to stay informed of new
opportunities and requirements, resources, new programs and related
training. Keep staff informed of essential updates, changes or
revisions. Support the organization as needed. * Share responsibility
for clinical budget development and adherence. * Additional duties as
assigned.
