About the Opportunity
We have an exciting opportunity for a full-time Chief Building Official to join our team in Millbrae, San Mateo County.
Reporting to the Community Development Director, you will help lead Millbrae’s growth by directing fieldwork, ensuring compliance with building regulations, facilitating major construction projects, and upholding high safety standards.
In addition to administrative duties, this customer-service-oriented position includes providing education and guidance to residents and contractors, performing hands-on plan checks and building inspections, and overseeing a support team of contracted permit technicians, plan checkers, and inspectors.
More specifically, your responsibilities include but are not limited to:
- Conducting routine building inspections and plan reviews to ensure compliance with safety and building codes
- Coordinating with contract plan checkers and inspectors to manage field operations
- Ensuring compliance with all state, federal, and local building regulations
- Supporting major construction projects through direct field involvement
- Implementing new systems and processes to improve operational efficiency and permit procedures
- Driving compliance with accessibility standards, including support for CASp requirements
- Advising contractors, architects, and developers on code compliance and construction standards
- Ensuring all work aligns with cost-recovery initiatives by performing billable inspections and reviews
- Staying up to date with industry trends and continuing education to maintain required certifications

More About You
Education: Graduation from high school or equivalent (GED), with technical training or a degree in building inspection technology, civil engineering, or a related field highly desirable.
Experience: 5 years of progressively responsible experience as a Building Inspector or Plans Examiner in a municipal building department, including 2 years in a lead or supervisory role. This role is also open to current deputy or assistant building officials ready to step into a Chief Building Official position.
Licenses: Possession of a valid California Class C Driver’s License with a satisfactory driving record. Must have possession of an International Code Council (ICC) certification as a Plans Examiner and Building Inspector. Must possess or obtain within one year of employment an International Code Council (ICC) Certified Building Official (CBO) certification.
Other beneficial or desirable credentials: a Certified Access Specialist (CASp) certification, which supports accessibility compliance under ADA regulations, and registration as an architect, civil, or structural engineer.
The following knowledge and abilities will also be essential:
- Expertise in building, plumbing, electrical, and mechanical codes and ordinances
- Proficiency in plan review, inspections, and applying building standards
- Knowledge of state and local laws regulating building construction and zoning
- Ability to interpret and apply technical knowledge of Federal, State, and local building codes
- Proficiency with electronic permitting systems and related software
- Capacity to engage with stakeholders and provide technical guidance on construction projects
- Experience in maintaining financial soundness through cost-recovery initiatives
- Commitment to maintaining high standards of safety and compliance
- Ability to manage multiple priorities and projects
- Ongoing commitment to continuing education necessary to maintain required certifications
- Flexibility and willingness to work occasional evenings and weekends as needed

About the Benefits
As a valued member of our team, you will be rewarded with a competitive annual salary of $128,295 - $173,198, depending on your skills and experience, along with the following management benefits:
1) Leave accruals
- 11 days (88 hours) national holidays observed per year
- 40 hours Floating holiday leave per calendar year with cash out option
- 40 hours Management leave per fiscal year with cash out option
- 14 hours General leave per month (21 days/year); General leave accrual goes up with years of service
- Maximum accumulation of General Leave accrual is 1,040 hours (6 months)
2) Health Coverage
- $2,654.19/mo medical allowance towards CalPERS health plans in 2025
- $572/mo cash stipend for opting out of health coverage (proof of health coverage is required)
- Up to $300/mo cash stipend for selecting employee-only or employee+1 coverage
- You are still eligible for Dental and Vision coverage even if you opt out of Health coverage
3) Dental coverage
- City Paid Ameritas PPO plan through The Standard for employee, spouse, and dependent children up to age 26
- $2,000 annual maximum for each covered member
