The Chief Administrator plays a pivotal role in steering the organization towards its mission, vision, and values through exemplary leadership and operational oversight. This position involves managing the day-to-day operations of the region, ensuring efficiency, productivity, and strict adherence to all relevant policies, procedures, and compliance standards. Acting as the main liaison between internal and external stakeholders, the Chief Administrator facilitates effective communication, builds and maintains key relationships, and serves as the primary contact for escalated issues. Additionally, this role encompasses risk management, financial oversight, and ensuring the continual improvement and development of programs. ESSENTIAL FUNCTIONS:Promotion of Organizational Values:
Upholds and actively promotes the organization"s mission, vision, and values both internally and externally.
Represents the organization positively, aligning programs with VQ values, ensuring collaboration with corporate center and other programs.
Operational Oversight:
Manages daily operations in the region for efficiency, productivity, and compliance with all relevant regulations and organizational standards.
Responsible for overall program performance in the assigned region.
Identifies and addresses obstacles to service delivery, ensuring effective and appropriate resource use.
Promotes fair treatment of employees, oversees terminations, and supports internal promotions.
Regularly meets with program leadership to review performance and address concerns or needs.
Guarantees accurate and timely completion of required reports and deliverables.
Supports recruitment, training, and performance management processes.
Provides on-call support to Program Directors for incident reporting and guidance.
Aims for continual improvement and development of programs.
Liaison for Assigned Region:
Serves as the primary point of contact for the region, facilitating communication between internal and external stakeholders.
Assumes the role of Program Director onsite temporarily if a vacancy occurs, ensuring seamless operation and communication.
Relays critical information between the corporate center and programs, maintaining effective communication channels.
Builds and maintains relationships with key stakeholders, including board members, government agencies, and community members.
Risk Management and Compliance:
Identifies and mitigates risks to the organization"s operations, reputation, and financial stability.
Ensures adherence to all state, federal, and organizational policies and standards.
Conducts program reviews for quality assurance, continuous quality improvement, and risk management.
Provides feedback on policy and operational standards, collaborating with compliance teams to address deficiencies.
Completes regular program evaluations to ensure compliance and operational excellence.
Financial Management and Contract Compliance:
Oversees budgeting, financial planning, and financial performance for each program.
Manages expenses, approves significant expenditures, and ensures adherence to the procurement process.
Works with program leadership to keep financials within budget and meets financial reporting requirements.
Reviews all contracts for compliance and leads contract negotiations and renewal processes.
Acts as a point of contact for licensing, renewals, investigations, and manages portal access.

EDUCATION & EXPERIENCE:Masters Degree in a Social Work/Human Services related field or Business Administration with 2 years of program level supervisory experience preferred;
Bachelor's degree in a Social Work/Human Services related field or Business Administration with 3 years of program level supervisory experience Required.
3 years of experience that can include managing a program, knowledge of state licensing standards for children in care, policy and procedure implementation, budget management, grant management, quality assurance, and program performance reporting.
QUALIFICATIONS:
Must be 21 years of age or older.
Flexible schedule (evening, weekends, holidays) to facilitate program services.
Cleared tuberculosis test results.
Must be able to pass a drug test.
Cleared background checks from appropriate entities, including Child Abuse and Neglect and FBI criminal background.
Obtain and maintain CPR/First Aid and Crisis Prevention Intervention (CPI) certification.
Must have a valid driver's license and be eligible to drive to facilitate program services as required.
WORKING CONDITIONS/PHYSICAL REQUIREMENTS:
May lift and carry up to 10 pounds frequently, up to 20 pounds occasionally, up to 50 pounds infrequently.
Performs tasks that may involve standing or walking 50% of the day; sitting 50%of the day.
May bend, stoop, reach and grasp as necessary.
Must be able to provide First Aid and CPR.
