Our client is a leading company within the Construction and Architecture industry. They are seeking to hire a Payroll Specialist responsible for managing certified payroll and prevailing wage processing. Ensure compliance with prevailing wage and Davis-Bacon and Related Acts (DBRA) clauses while maintaining labor compliance tracking software/systems. This role reports to the office.
Responsibilities:
- Manage data for new prevailing wage projects and employees; add to system(s)
- Ensure payroll records data is inputted into labor compliance tracking software as required by applicable client
- Compile and input certified payroll and reports in HRIS/ERP system/software ensuring compliance with prevailing wage and Davis-Bacon and Related Acts (DBRA) clauses
- Evaluate union employees’ certified payrolls; calculate Labor & Industries (L&I) overtime
- Work to identify any back payments due per State and USDOL regulations and ensure payments are received and documented in payroll system
- Prepare compliance documents to submit for federal and/or state agencies
- Maintain necessary forms for certified payroll including prepare and submit Form WH-347 monthly
- Create and maintain project files; research correct rates for each project
Requirements:
- Bachelor’s Degree
- Min. 3+ years of Union payroll experience; current certified payroll and prevailing wage required
- Min. 3+ years of California Certified Payroll experience
- Payroll certification preferred i.e. CPP
- Experience with HR and Payroll software (ADP Workforce Now and IDI Contractor central)
- Experience with Certified Payroll reporting software and Labor & Industries (L&I) systems
- Previous payroll processing experience for large, national organization
- Knowledge/Understanding of general ledger and journal entry coding preferred
- Fringe benefit statements, training fund reporting and labor compliance experience
- Knowledge/Understanding of payroll laws/regulations and tax requirements
- Knowledge/Understanding of Davis-Bacon Act and labor hours job costing
- Proficient in payroll systems/software i.e. Enhanced Time or ADP WFN
- Proficient in HR and ERP systems/software i.e. IDI-Contractor Central, Syteline
- Proficient in Microsoft Office suites, advanced Excel (pivot tables and v-lookups)
- Ability to prioritize and multi-task, meet strict deadlines
- Strong communication and problem-solving skills
- Excellent time management and organizational skills
- Ability to report to the office occasionally/as needed
Offering:
- Base Salary $65,000 – $70,000 (based on experience)
