The successful candidate for this position will be a 1099 Coordinator with Music Ministry International and be responsible for the following:
Contract Position Title.
Catholic Religious Education Coordinator/Catholic Pastoral Coordinator (“Coordinator”)
Scope of Responsibilities.
The Coordinator shall provide all personnel, labor, transportation, supervision, and management to provide Catholic Chapel Support Services for the Davis-Monthan AFB (DMAFB), AZ. All work hours are at the Government’s discretion and are subject to change.
Qualification, Education, Experience and Requirements. The Coordinator shall:
a. Be a practicing Catholic and provide a letter of reference from current Catholic Pastor to the MMI.
b. Possess a Bachelor's degree and/or a minimum of two years’ experience in Catholic Religious Education, human resources, program management, and office organization.
c. Possess knowledge of Roman Catholic teachings, customs and traditions along with current developments in religious education.
d. Be proficient in the use of Microsoft™ Office applications or become proficient in the use of the Chapel's computer equipment and software programs within two months of the contract start date.
e. Have ability to work in and be fully conversant with the pluralistic environment of the USAF Chaplain Corps and the ability to get along with other staff members and, volunteers.
f. Possess experience in planning liturgies.
Responsibilities.
4.1. Religious Education (RE)
a. The RE Program will conform to the directives of the United States Conference of Catholic Bishops (USCCB) as given in the General Directory for Catechesis and the National Directory for Catechesis.
b. Coordinator is responsible for all RE Programs encompassing the following specific responsibilities: Pre-kindergarten through twelfth grade weekly classes, sacramental preparation, Rite of Christian Initiation of Children (RCIC), Rite of Christian Initiation of Adults (RCIA), and adult education programs. Coordinate all Scripture study programs within the Catholic Community in collaboration with the Catholic Priest. Assist in the curriculum selection of a Chapel Vacation Bible School Program and/or facilitates participation in an off base Catholic Parish Vacation Bible School Program.
c. Provide training to Catechists/Assistants in the skills of teaching and classroom management.
d. Complete, and ensure that all Catechists/Assistants complete, the annual Safe Environment Training required by the Archdiocese for the Military Services, USA and the Diocese of Tucson.
e. Communicate with parents/guardians concerning student absences or disciplinary problems.
f. Maintain computer attendance records for all RE students and training documents for all Catechists/Assistants.
g. Generate and record all forms with the Archdiocese for the Military Services, USA to include the Sacraments of Baptism, Eucharist, and Confirmation.
h. Manage roster of Catechists/Assistants for weekly classes, sacramental liturgies and seasonal programs. Ensures all classes are staffed, securing the services of substitute Catechists/Assistants as needed.
i. Maintain all RE curriculum and supplies for Catholic Chapel sponsored small group studies, as approved by the Catholic Priest.
j. Maintain stocks or RE supplies at the Desert Dove Chapel for distribution, as needed, by the RE Catechists/Assistants and also maintains equipment and supply storage for the Catholic Community.
k. Plan, schedule, and attend all functions of the RE school year, to include weekly class meetings. Catechists/Assistants trainings, parent meetings, and retreats with the approval of the Catholic Priest. Be present during RE classes on Sunday mornings, arriving at the Desert Dove Chapel at least ½ hour before classes begin and remain until classes are over and the building is empty. Be present or assign a Catechist to be present for all rehearsals for children's RE Programs and sacramental celebrations.
l. Coordinate pastoral visits from the Archdiocese for the Military Services, USA, and the Diocese of Tucson.
m. Attend RE conferences, workshops, and seminars to further professional development. Certified, or works toward certification while also ensuring that all Catechists/Assistants are certified or are working towards certification as required by the Archdiocese for the Military Services, USA.
n. Recruit, interview, and recommend to the Catholic Priest for his approval a list of Catechists/Assistants and other volunteer workers for the Catholic Religious Education Program.
o. Develop an annual Parent Handbook of policies, procedures, and class calendars, as well
as sacramental guidelines and norms. Distribute the Parent Handbook at registration. Develop an annual Teacher Handbook to include job descriptions, annual calendars, policies and procedures, as well as sacramental norms. The Teacher Hand book is to be provided to all teachers two weeks prior to the beginning or classes. The Catholic Priest must approve both hand books prior to their distribution.
p. Maintain enrollment and attendance records for all classes including student and Catechist/Assistants attendance, and keep records current. Maintain current roster of Catechists/Assistants names, addresses, phone numbers and e-mail addresses.
q. Identify, prepare, and submit annual curriculum order, library, and Priest supply requirements for approval. Selection and ordering or all curriculums will be coordinated with the Catholic Priest.
r. Establish and maintain a Religious Education Resource Center at the DMAFB Chapel with a broad and orderly assortment of visual aids, object lessons , multimedia(computer, DVD, video-tape) support, and general teaching aids to enhance Religious Education effectiveness in all areas.
s. Conduct annual registration for the RE Program during the months of August and September. Process ongoing registration and maintain a database of rosters of students, Catechists/ Assistants, and candidates for the Sacraments or Baptism, Penance, Eucharist and Confirmation. Submit updated lists quarterly to the Catholic Priest.
t. Organize and implement preparation programs for the following Sacraments: First Penance, First Communion, and Confirmation. This includes parent meetings, and rehearsals for parents and children.
u. Assist in development and coordination of programs for high school age Catholic youth.
v. Coordinate Children's Liturgy of the Word Program for dismissal of three to six year olds during the Scripture readings and homily of the Sunday Mass. Recruit, train, and schedule volunteers for the weekly Children's Liturgy of the Word Program.
w. Participate actively in the base Catholic Chapel program and attend Mass on Sunday to promote and ensure continuity of the RE Program.
x. Perform the services described above or coordinate performance by a substitute of equal or higher proficiency. Submit the names and qualifications of proposed substitute to the Catholic Priest at least 14 days prior to the proposed absence. Substitutes must meet the requirements for the position as outlined in this PWS. The Coordinator is responsible for payment to the substitute.
y. Brief the Catholic Priest on all planned activities and ensure compliance with all health and safety codes, Air Force, and Operating Instructions.
4.2. Communication
a. Maintain strict confidentiality for everything that is seen and heard with regards to persons and conversations within and outside the Chapel.
b. Coordinate publicity for programs and special events through weekly bulletins, base newspaper, and marquee in cooperation with the Religious Affairs in charge of publicity.
c. Attend the following meetings: weekly meeting with the Catholic Priest, weekly Chapel Staff meeting, monthly meeting with the Catholic Pastoral Advisory Council, and other meetings as requested by the Catholic Priest.
d. Coordinate all vehicle requests for official Catholic Community functions with the Chapel Vehicle Non- Commissioned Officer in Charge (NCOIC).
e. Submit after-action reports on special events/programs to the Catholic Priest, as required.
f. Produce the weekly Catholic Community bulletin in coordination with the Catholic Priest, generate newsletters, and send out mailings to the Catholic Community, as required.
g. Prepare and mail all sacramental records to the Archdiocese tor the Military Services, USA. Prepare and mail copies of the same records and certificates to recipients and relevant dioceses.
4.3. Management
a. Schedule, coordinate, and submit all facility requests relating to Catholic events and programs.
b. Generate and continually update Catholic Community census and roster.
c. Assist in the development and implementation of an annual program by participating in the annual Catholic Community planning meeting and in preparing regularly scheduled reports.
d. Give a monthly report to the Catholic Community Pastoral Advisory Council.
e. Communicate details of current and upcoming programs to Catechists/Assistants, parents, and students, in writing, as required.
f. Draft publicity, including design and layout for the Religious Education Program.
g. Coordinate with the Catholic Priest and the heads of the various liturgical ministries to produce a calendar of events and disseminate it to the Catholic Community monthly.
h. Register all new members and provide them with a welcome letter and a Catholic Community calendar. Maintain an up-to-date record of all registered members of the Catholic Community.
i. Coordinate with the Chapel Staff for the purchase and set-up of seasonal liturgical necessities (e.g. the Advent Wreath, poinsettias for Christmas, ashes for Ash Wednesday, palms for Palm Sunday and lilies for Easter.).
j. Work with the Religious Affairs in charge of publicity to submit items pertaining to the Catholic Community for advertising in all Davis-Monthan AFB advertising avenues.
k. Do not advertise any off-base church functions or distribute any literature on DMAFB without prior approval from the Catholic Priest and the Wing Chaplain.
l. Work with the Protestant Program Coordinator on ecumenical programs and those which involve the use of shared facilities.
m. Participate in the preparation of and ensure all continuity binders are ready for MAJCOM and inspections.
n. Comply with the mandatory training required for all Coordinators and maintain training records.
o. Follow all Air Force Instructions and Operating Instructions for proper administration and care of Air Force resources.
p. Coordinate and assist Catholic volunteers with the planning and carrying out of events, including the preparation and submission of facility and Chapel Fund (CTOF) requests in accordance with Chapel procedures; assist the Catholic Priest and laity in ordering goods and services in support or the Catholic Community programs.
q. Coordinate completed background check forms in accordance with DoDI 1402.5. Criminal History Background Checks on Individuals in Child Care Services, for all Religious Education Catechists/Assistants and Youth Ministry Catechists/Assistants who work with children under 18 years or age.
r. Establish and maintain all Continuity Binders with current electronic backup that include, but not limited to, Calendars, Community Census, Curriculum Order, Facility Requests, Fund Requests, Liturgical Ministers, Procedures, Rosters, Stewardship Survey and Training.
s. Coordinate work assignments and hours for all Religious Education staff members, ensuring coverage of all Religious Education classes, events, and programs.
t. Assist the Catholic Priest in the planning and coordination of Catholic Community social events and other such events.
4.4. Liturgy
a. Recruit volunteers to be Altar Servers, Extraordinary Ministers of Holy Communion, Greeters, Readers, and Ushers and provides for their training.
b. Schedule, in collaboration with the Catholic Priest, all liturgical and sacramental celebrations.
c. Coordinate, publish, and distribute a monthly lay ministry schedule in cooperation with the coordinators of the various lay ministries.
d. Develop and coordinate an Art and Environment Committee to provide the appropriate liturgical environment for weekend, Holy Day, and seasonal liturgies.
e. Prepare Prayers of the Faithful, Mass Intentions and announcements for daily, weekend, and Holy Day Masses. Attend Sunday Mass at Desert Dove Chapel.
f. Prepare worship aids for Communal Celebrations of the Sacrament of Reconciliation and the Sacraments of First Penance, First Eucharist and Confirmation.
g. If funding allows, attend conferences, seminars, and workshops that are liturgical in nature to further develop his/her knowledge of Catholic liturgy.
4.5. Funds/Finance
a. Act as Requestor and Religious Education Program Leader for Catholic Chapel Tithes and Offerings Fund (CTOF).
b. Prepare Fund Requests to be presented to the Catholic Priest. Collect input for an annual operating budget for the Catholic Chapel Fund. Assist with the compilation of the Catholic budget based on program leader inputs, and submits the Catholic budget to the Catholic Priest and the Catholic Pastoral Advisory Council for review and approval.
c. Coordinate and prepare all Catholic Chapel Funds Requests for the Catholic Priest. Comply with all Operating Instructions.
d. Advise the Chapel Financial Working Group and Catholic Pastoral Advisory Council on Catholic Fund issues.
5. Hours of Operation.
The coordinator will work a maximum of 1500 hours per year, not exceeding 40 hours in any given week. These hours will include a normal average of 20 hours a week spread out at a minimum of three days per week, mostly during normal business hours (7:30 a.m. - 4:30 p.m.) and will be dependent upon the needs of the Catholic Priest.
. Flexibility is paramount as the schedule will also include evening hours and weekend duties. A weekly office work schedule will be coordinated with the Catholic Priest to ensure program coordination. Time off from work and leave will be coordinated with the Catholic Priest.6. Replacement Personnel. The Coordinator is responsible for continuous contract performance through the contract period of performance. If a substitute is necessary, candidates must meet all Religious Education Coordinator/ Pastoral Coordinator Qualifications in this PWS. The Government reserves the right to refuse any substitute that does not meet all required qualifications.
7. Conflict of Interest. The Coordinator shall not employ any individual who is an employee of the United States Government if the employment of that individual would create a conflict of interest, nor shall the Coordinator employ any person who is an employee: of the Department of the Air Force, either military or civilian, unless such person seeks and receives approval of the employment in accordance with Department of Defense Directive (DODD) 5500-7, Standards of Conduct. In addition, the Coordinator shall not employ any person who is an employee of the Department of the Air Force if such employment would be contrary to the policies contained in Air Force Instruction (AFI) 64-106, Air Force Industrial Labor Relations Activities.
8. Security Requirements
8.1. Criminal History Background Check. The Government will conduct a criminal background check on Coordinator employees providing services under this contract, using the procedures set forth in the Department of Department of Defense Instruction (DoDI) 140 2.5. Criminal History Background Checks on Individuals in Child Care Services. Background checks will be based on fingerprints or individual obtained by a Government law enforcement officer and inquiries conducted through the Federal Bureau of Investigation (FBI) and state criminal history repositories.
