About the Job
Riverside Research is seeking an experienced Program Management Office (PMO) Capture Manager to work out of our Arlington, Virginia office. The PMO Capture Manager will report into and work closely with the Senior Vice President of Operations and will play a critical role in the enterprise-level PMO strategy. The PMO Capture Manager will serve as Riverside’s single point of primary review and assessment for available opportunities on all corporate wide contract vehicles such as Indefinite Delivery Indefinite Quantity’s (IDIQ), Government-Wide Acquisition Contract’s (GWAC), Other Transaction Authority’s (OTA), etc. The PMO Capture/Program Manager also serves as Riverside’s primary stakeholder in the identification, development, capture, and pursuit of new and recompeted enterprise-wide multiple-award contract vehicles.
Responsibilities:- Survey, identify, and analyze enterprise-wide, multiple-award contract vehicles for pipeline forecasting and resource prioritization considerations as aligned to Riverside strategy.
- Plan, develop, and execute complex business development and capture strategies to enhance Riverside qualification and probability of win (PWIN) for contract vehicles best aligned to Riverside’s strategies and goals.
- Conduct regular portfolio/pipeline reviews, market surveys, gate reviews, color-team reviews, and opportunity updates for enterprise-wide multiple-award contracts.
- Provide opportunity management, post-award compliance, tracking/coordination, and knowledge management support at the master contract-level for all Riverside enterprise-wide multiple award contract vehicles.
- Track, manage, coordinate, and archive all master-contract level post-award compliance items in close coordination with Riverside’s contracts department
- Develop, update, maintain, and archive knowledge management artifacts and content material to create and develop efficiencies and optimize contract vehicle and solicitation management.
- Further develop and refine all PMO processes, techniques, and procedures in order to scale the PMO capability and further create/develop corporate efficiencies.
- Identify, develop, and refine PMO metrics to analyze and improve capabilities.
- Serve as a consultant to Business Unit leaders to best utilize multi-award contract vehicles to realize organizational goals and objectives.
- 20+ years demonstrated experience within capture management, business development, project/program/portfolio management, and proposal development functions.
- Knowledge, experience, and expertise in DOD request for proposal (RFP) and proposal development process (DARPA, AFRL, NGA, and NRO); management of proposal color team development and reviews.
- Bachelor’s degree or equivalent experience
- Firm understanding of business development, capture management, project/program/portfolio management, and proposal management processes and procedures.
- Demonstrated ability to establish self as a trusted advisor to leadership.
- Strong communication and interpersonal skills, and the ability to communicate at all levels of the organization.
- Ability to travel up to 10% of time.
Desired Qualifications:
- Project Management Professional (PMP) Certification, Association of Proposal Management Professionals Bid/Proposal Foundation Certification, and/or Information Technology Infrastructure Library Foundation Certification
- Management knowledge of opportunity management, strategic account management, and/or client relationship management software.
- Expert knowledge of government contracting environments in support of DoD or IC customers.
- DARPA-specific capture and proposal management experience
